Ms. Alison Hudson <br />December 23, 1994 <br />Page 3 <br />S. Traffic control at the collection site shall be monitored by <br />facility staff. Participants of the collection will remain <br />in their vehicles at all times. Collection personnel will <br />be responsible for removing the hazardous waste from the <br />participants' vehicle. <br />6. Burlington Environmental emergency coordinators will be on <br />site to provide for effective response in the event of a <br />release, fire, explosion or spill. Names of coordinators <br />and alternates shall be submitted to the Department at least <br />one week prior to the event and posted on-site during the <br />event. <br />7. Emergency response equipment with personnel trained in the <br />use of that equipment will be on the site at all times <br />during the collection event. <br />8. San Joaquin County shall maintain primary responsibility <br />for all financial liability related to this operation. <br />9. San Joaquin County shall assure that all waste is removed <br />from the facility and all contaminated facility structures, <br />equipment and soil are either decontaminated or removed <br />within 144 hours after termination of the session. <br />This variance granted to the County of San Joaquin is subject <br />to the following conditions: <br />1. All operations shall be conducted to minimize potential harm <br />to the public, operators, haulers, and the environment. All <br />associated collection personnel, contractors, and emergency <br />response personnel who will be handling hazardous waste are <br />required to wear appropriate personal safety equipment <br />including eyewear with splash guards, coveralls, gloves, <br />steel shank/toe boots, and respirators. <br />2. Emergency eye washes, showers, and fire extinguishers shall be <br />placed in locations that are readily available to collection <br />personnel. <br />3. only those persons trained in hazardous waste management <br />(including personnel unloading waste from vehicles) will be <br />allowed to handle the waste. Job titles, job descriptions, <br />and personnel training records shall be made available on- <br />site for each person handling hazardous waste as specified in <br />CCR, Title 22, Section 66264.16(d) to substantiate training. <br />
