AM <br />Supporting Information <br />Application for Household Hazardous Waste Activity Variance <br />1. The County of San Joaquin is requesting a variance from HSC, section 25160 <br />(manifesting requirements) <br />2. The County operates temporary HHW collection events on a regular basis throughout <br />the County. In conjunction with the collection events held in the larger Cities, the County <br />frequently holds satellite events in smaller, less populated areas. These satellite events <br />usually service less than 50 participants and generate small amounts of waste. These <br />events are operated under Permit by Rule regulations. The County is requesting a variance <br />to allow the transportation of the wastes from the satellites sites to the main collection site <br />for further consolidation utilizing a modified manifest. <br />3. The satellite events are open to all residents of San Joaquin County to drop off <br />household wastes. However, due to the location of the events, it is anticipated that only <br />residents within a 10 mile radius will attend the satellite sites. The waste will be <br />transported to the collection event by the residents. <br />4. The satellite events typically service approximately 20 cars. San Joaquin County HHW <br />events typically see about 87 pounds of waste per car. Thus, the amount of waste to be <br />transported is approximately 1,800 pounds per satellite event. Waste will be transported <br />under this variance approximately 10-12 times per year as this is how often the satellite <br />events are held. <br />5. The events will be operated by MSE Environmental, Inc. All collected wastes will be <br />packaged and labeled per DOT regulations prior to transport to the main collection site. <br />6. The expected wastestreams are paints, motor oil, antifreeze, gasoline, thinners, cleaners <br />and pesticides. They will be shipped utilizing the following DOT shipping names: <br />Non-RCRA Hazardous Waste Liquid <br />Non-RCRA Hazardous Waste Solid <br />Paint Related Material <br />Flammable Liquids, n.o.s. <br />Flammable Solids, Organic, n.o.s. <br />Pesticide Liquid, Flammable, n.o.s. <br />Pesticide Solids, n.o.s. <br />Corrosive Liquids, Inorganic, n.o.s. <br />Caustic Alkali Liquids, n.o.s. <br />Aerosols <br />Oxidizing Liquid, n.o.s. <br />Oxidizing Solid, n.o.s. <br />This list is not all-inclusive as we can not determine exactly what might be brought in. <br />Other collected wastes will be shipped utilizing the proper DOT shipping name. <br />
