7. Once collected and packaged, the waste will be transported by MSE Environmental, <br />Inc. MSE is a fully licensed Hazardous Waste Transporter. All waste will be transported <br />in licensed vehicles. <br />8. The waste will be transported to a larger HHW collection event operating under Permit <br />by Rule regulations where it will be further consolidated prior to shipment to the final <br />disposal facilities on a manifest or bill of lading. <br />9. MSE Environmental, Inc. carries all the necessary insurance for the transportation of <br />collected wastes and has named the County of Stockton as an additional insured. A copy <br />of MSE's insurance certification is attached. <br />10. The waste from the satellite sites will not be transported on a manifest to the main <br />collection site. Instead, a modified manifest (see attached copy) will be utilized, listing all <br />information required by DOT regulations. <br />This manifest variance is requested in order to operate these satellite events in a cost <br />efficient manner. The waste collected at these sites is minimal, with many small or partial <br />drums being packaged. By transporting these wastes to the main collection site, the waste <br />can be further consolidated increasing cost efficiencies. Cost savings are seen particularly <br />in the small costly wastestreams such as mercury, organic peroxides and dangerous when <br />wet material. <br />11. Wastes will not be bulked on site at the satellite events. Rather it will be transported <br />back to the main collection event for consolidation. <br />
