ATTACHMENT I <br />SUPPORTING INFORMATION <br />APPLICATION FOR HAZARDOUS WASTE ACTIVITY VARIANCE <br />Along with the Application for Hazardous Waste Activity Variance, we will need the following <br />information to determine whether or not a variance will be issued. Please give your answers on a <br />separate piece of paper and attach it to the signed Application for Hazardous Waste Activity <br />Variance. <br />San Joaquin County is applying for the following variances for individuals participating in <br />the agricultural waste oil collection program - <br />X a. Section 25160 H&S Code from manifesting requirements. <br />X b. Section 25163(a) H&S Code from requirements for registration as a <br />hazardous waste transporter. <br />X C. Section 25168(a) H&S Code from requirements for the inspection and <br />certification of vehicles. <br />X d. Section 25169(a) H&S Code from insurance requirements. <br />2. Describe the physical characteristics and chemical composition of the hazardous waste or <br />the specifications of the hazardous waste management activity to which the variance <br />applies. <br />The variance will apply to individuals participating in the agricultural waste oil collection <br />program. The variance will allow these individuals to transport no more than SS gallons <br />of self -generated used oil not mixed with any other hazardous waste, to one of the several <br />specified, equipped locations identified in #8. <br />Is this your own waste? From where will you be transporting the waste? <br />The agricultural waste oil will be generated by privately owned agricultural operations <br />from within San Joaquin County. This variance will apply only to the generator <br />transporting used oil in a vehicle owned by the generator or to an employee of the <br />generator transporting the used oil in a vehicle owned by the generator. <br />4. What quantities of hazardous waste are involved? How frequently would you transport <br />this waste? <br />Participating farmers would be allowed to transport up to one SS -gallon drum of waste oil <br />per trip to the disposal site. Individuals may elect to transport the waste oil when <br />necessary; however, generators are expected to transport less frequently than once a <br />month. It is expected that there exists a backlog of used oil stored at these small <br />agricultural operations and that participants may participate more frequently to get rid of <br />this backlog. <br />5. How will the hazardous waste be prepackaged, marked or labeled for transportation? <br />The waste motor oil will be transported in nonleaking, intact, sealed 55 -gallon drums, and <br />marked in accordance with DTSC and DOT regulations. <br />6. Give the proper DOT shipping description for this waste, if applicable, or the generic <br />description or commonly used industrial name. <br />The waste to be transported is commonly called "Used Oil, non RCRA Hazardous Waste, <br />Liquid". <br />
