7. Will you or your employees be transporting the hazardous waste? Will it be transported in <br />your own vehicles? <br />As noted in question #3, this variance is designed to apply to a generator transporting oil <br />in a vehicle owned by the generator, or to an employee transporting the generator's oil in <br />a vehicle owned by the generator. <br />8. Where will the waste be taken? Is this a permitted facility? If stored for consolidation <br />purposes, give the temporary storage facility address and indicate how long it will be <br />stored at this location. <br />The facility would operate as a recycle -only collection facility exempt from a State permit <br />pursuant to Title 40 of the Code of Federal Regulations (40 CFR), part 279. Used oil <br />would be bulked at the facility. Under the following conditions, the facility would not <br />need a permit from DTSC: <br />Wastes will be taken to the following locations for consolidation: <br />Woolsey Oil, Inc., 930 East Victor Road, Lodi, CA 95240 <br />Woolsey Oil, Inc., 166 Frank West Circle, Stockton, CA 95205 <br />Wright's Petroleum, 1512 Weiss Way, Escalon, CA 95320 <br />Van De Pol Enterprises, Inc., 1001 West Charter Way, Stockton, CA 95201 <br />Moore Petroleum Company, 5491 West "F" Street, Banta, CA 95304 <br />Olympian MBP, 2191 Navy Drive, Stockton, CA 95206 <br />Stockton Petroleum, 1905 Navy Drive, Stockton, CA 95206 <br />E.F. Kludt & Sons, 1126 East Pine Street, Lodi, CA 95240 <br />Used waste oil will be removed from each facility by a registered transporter within <br />180 days of the start of collection and taken to an authorized used oil recycling facility. <br />9. Do you have the proper insurance coverage for transporting hazardous waste? <br />San Joaquin County is requesting a variance from the insurance requirements for <br />individuals participating in the used oil agricultural collection. Individuals will be self <br />insured driving personal vehicles. <br />10. Will the waste be shipped using a Uniform Hazardous Waste Manifest? <br />A manifest variance is requested since individuals participating in this program will not <br />have been trained in how to fill out a Uniform Hazardous Waste Manifest. It is also felt <br />that one drum of used oil may be appropriately transported without a manifest. <br />Participants will be required to carry a copy of the County variance as well as a shipping <br />paper when transporting to the bulk oil disposal site. Individuals transporting wastes will <br />receive a receipt from the site facility after disposing of their oil. (See attached sample.) <br />11. If bulking any wastes (e.g. oil, latex paint, solvents, flammables, etc.), provide the <br />contact name, phone number and mailing address of your local fire department and the <br />local Air Quality Management District. <br />N/A <br />VARIANCE.A-I <br />
