7. Will you or your employees be transporting the hazardous waste? Will it be transported in
your own vehicles?
As noted in question #3, this variance is designed to apply to a generator transporting oil
in a vehicle owned by the generator, or to an employee transporting the generator's oil in
a vehicle owned by the generator.
8. Where will the waste be taken? Is this a permitted facility? If stored for consolidation
purposes, give the temporary storage facility address and indicate how long it will be
stored at this location.
The facility would operate as a recycle -only collection facility exempt from a State permit
pursuant to Title 40 of the Code of Federal Regulations (40 CFR), part 279. Used oil
would be bulked at the facility. Under the following conditions, the facility would not
need a permit from DTSC:
Wastes will be taken to the following locations for consolidation:
Woolsey Oil, Inc., 930 East Victor Road, Lodi, CA 95240
Woolsey Oil, Inc., 166 Frank West Circle, Stockton, CA 95205
Wright's Petroleum, 1512 Weiss Way, Escalon, CA 95320
Van De Pol Enterprises, Inc., 1001 West Charter Way, Stockton, CA 95201
Moore Petroleum Company, 5491 West "F" Street, Banta, CA 95304
Olympian MBP, 2191 Navy Drive, Stockton, CA 95206
Stockton Petroleum, 1905 Navy Drive, Stockton, CA 95206
E.F. Kludt & Sons, 1126 East Pine Street, Lodi, CA 95240
Used waste oil will be removed from each facility by a registered transporter within
180 days of the start of collection and taken to an authorized used oil recycling facility.
9. Do you have the proper insurance coverage for transporting hazardous waste?
San Joaquin County is requesting a variance from the insurance requirements for
individuals participating in the used oil agricultural collection. Individuals will be self
insured driving personal vehicles.
10. Will the waste be shipped using a Uniform Hazardous Waste Manifest?
A manifest variance is requested since individuals participating in this program will not
have been trained in how to fill out a Uniform Hazardous Waste Manifest. It is also felt
that one drum of used oil may be appropriately transported without a manifest.
Participants will be required to carry a copy of the County variance as well as a shipping
paper when transporting to the bulk oil disposal site. Individuals transporting wastes will
receive a receipt from the site facility after disposing of their oil. (See attached sample.)
11. If bulking any wastes (e.g. oil, latex paint, solvents, flammables, etc.), provide the
contact name, phone number and mailing address of your local fire department and the
local Air Quality Management District.
N/A
VARIANCE.A-I
