At this time, DTSC is waiving the requirement that the applicant <br />obtain a hazardous waste facility permit for collection of HHW, and is waiving associated <br />regulatory requirements in Title 22, Cal. Code Regs., Chapter 20 for permitted facilities, except <br />as specified in section IV. <br />IV. TERMS AND CONDITIONS <br />Conditions for revocation: This variance is subject to review at the discretion of DTSC and <br />may be revoked at any time. DTSC shall revoke this variance if DTSC finds that the provisions <br />as outlined in HSC, section 25143(c) for variance revocation have been met or on the basis of <br />changes in DTSC policy. <br />Specific terms and conditions of this variance: This variance is issued on the basis of <br />information contained in the variance application submitted to DTSC on April 19, 1999. he <br />applicant shall be subject to the following conditions: <br />1. This variance applies only to the hazardous waste collection site specified in section I. of <br />this document. If there are any changes in the location or date of the scheduled event, the <br />applicant shall notify DTSC (at the address identified in "Correspondence" below) in writing at <br />least ten (10) days prior to the rescheduled event. <br />2. The mobile collections shall be conducted in accordance with the information and <br />requirements set forth in this variance, the application operation plans, and all applicable State, <br />Federal and local regulations. Failure to comply may result in denial for future operations or <br />lead to enforcement actions. <br />3. All collection operations shall be conducted to minimize potential harm to the public, <br />operators, haulers, and the environment. All associated collection personnel, contractors, and <br />emergency response personnel who will be handling hazardous waste shall use all required <br />personal protective and safety equipment during operating hours as specified by Title 8, <br />Cal. Code Regs. <br />4. Traffic control at the collection site shall be monitored by applicant or contractor staff. <br />Collection personnel shall be responsible for removing the hazardous waste from the <br />participant's vehicle. Waste shall be immediately taken to a staging area by trained personnel. <br />Only trained personnel shall be allowed to enter any waste handling areas. <br />5. Only those persons trained in hazardous waste management including personnel <br />unloading waste from vehicles shall be allowed to handle the waste. Job titles, job descriptions, <br />and personnel training records shall be made available on-site for each person handling <br />
