2.0 AUTHORITY AND RESPONSIBILITIES <br />This section discusses the responsibility of the Project Manager (PM), Site Safety Officer (SSO), Health and <br />Safety Manager (HSM), Project Supervisor (PS) and all other site personnel. Each contractor and <br />subcontractor will be responsible for the safe and healthful performance of work by each of its employees and <br />support personnel who may work at the site. <br />2.1 Project Manager (PM) <br />The PM has the responsibility of implementing this HASP. The PM needs to comply with applicable <br />regulations and ensure that the operations proceed according to established health and safety <br />procedures. The PM has the authority to suspend work when the health and safety of field personnel <br />or the public is threatened. The PM also has the authority to remove individuals from the site for <br />engaging in activities that jeopardize the health or safety of themselves or others. The Site Safety <br />Officer (SSO) reports directly to the PM and keeps him abreast of the daily activities of the site. The PM <br />has overall responsibility for site health and safety. The SSO is responsible for assisting the PM in <br />carrying out the health and safety requirements detailed in this plan. <br />2.2 Site Safety Officer (SSO) <br />The SSO will perform the following functions: <br />♦ Inspect equipment, machines, tools, the use of chemicals or substances or mixtures, work <br />procedures, and worksites to identify potential hazards and maintain documentation of safety <br />inspections/meetings. PSC Job Safety Analysis (JSA) shall be used. <br />♦ Review the provisions of this plan with all personnel involved in the project. Also ensure that the <br />HASP requirements are communicated to all site workers. <br />♦ Control and enforce the use of the required Personal Protective Equipment (PPE). <br />♦ Provide technical assistance and conduct the safety meeting for personnel working at the site. <br />♦ Maintain a written record of all health and safety matters and corrective actions. The <br />standardized event safety inspection form shall be used as the formal written record. <br />Investigate all accidents and near misses. <br />♦ Working with the Site Supervisor, document and keep copies of initial and subsequent accident <br />and injury reports for review and analysis by the Health and Safety Manager (HSM). <br />Direct health and safety activities in the field. The SSO or PM must be present at the work site <br />whenever PSC employees or its subcontractors are performing work. The HSM is responsible <br />for advising the PM and SSO on health and safety matters and monitoring compliance. <br />♦ Implement the HASP and enforce its guidelines. <br />♦ Maintain all required employee training and medical documentation. <br />♦ The SSO has the authority to advise the supervisor to halt an operation when work hazards are <br />encountered. The SSO also has the authority to advise the dismissal of work site personnel that <br />do not adhere to this plan. <br />♦ Correct any work practices or conditions that may result in injury or employee exposure to <br />hazardous substances. <br />2 <br />
