2.3 Health and Safety Manager (HSM) <br />The Health and Safety Manager (HSM), which in this case will be the Project Manager, has <br />responsibility for writing the HASP and ensuring that all employees designated to work at the site <br />understand its content and application. The HSM ensures that all employees designated to work within <br />the exclusion zone have participated in the 40 -hour Hazardous Waste Operations and Emergency <br />Response training course, in accordance with 29§CFR§1910.120 and Title 8, CCR 5192, and have <br />received medical clearance to work on a hazardous waste site. The HSM shall be responsible for the <br />following: <br />♦ Advising the SSO on health and safety matters as well as monitoring compliance. The HSM <br />shall serve as a source of information on safety and occupational health for the SSO. <br />♦ Recommending methods of minimizing work -site hazards to the degree necessary to create a <br />safe and healthful work -site. <br />♦ The HSM has the authority to suspend work when the work -site contains hazards, which <br />threatens the health and/or safety of field personnel or the public. The HSM may also remove <br />individuals from the site for engaging in activities that jeopardize themselves or others. <br />2.4 Project Supervisor (PS) <br />The PS, which will also be the Project Manager in this case, retains overall site authority. The PS <br />conducts safety meetings in connection with the SSO, implements standard operating procedures for <br />the site operations and works with the SSO, on site, to implement the HASP. The PS shall be <br />responsible for the following: <br />♦ Inspect the work -site with the SSO before work begins and periodically throughout the workday <br />to identify predictable hazards and safeguards necessary for employee protection. <br />♦ Instruct employees on their responsibilities in the area of safety and occupational health. <br />♦ _ Implement the Accident Prevention Program in their area of supervision, and is also responsible <br />for the employees' actions at work. <br />♦ Instruct on hazards and safety precautions to new employees when they are first employed. The <br />PS must instruct employees in recognizing the hazards of the job and in the methods and means <br />to avoid injury and illness. <br />♦ Restrict employees from working in an unsafe place unless for the purpose of making it safe and <br />then only after proper precautions has been taken to protect employees while doing the work. <br />♦ Require employees to use safety devices and personal protective equipment when necessary. <br />♦ Allow only those employees qualified by training or experience to operate equipment, machines, <br />vehicles or tools. <br />♦ Report safety deficiencies and hazards to management and the SSO. <br />
