6.2 Unloading <br />Unloaders will ask the participants to turn off their engines, extinguish any smoking materials, request <br />that the participants remain in their vehicle, screen the waste for unacceptable or dangerous items, <br />unload the waste, and question any unlabeled or odd items. Unloaded items will be placed in single <br />layers on the top of the cart and taken to the segregation area. <br />6.3 Hot Zone (Lab Packing, Loose Packing, Bulking) <br />The Hot Zone (Exclusion Zone) will be the area for those conducting categorization, segregation, packing <br />of (loose pack) flammables, corrosives, poisons, etc., and bulking. This zone will also contain the "lab <br />pack" area, which include hazardous categorization (HAZCAT); where unknown materials will be tested <br />to determine their proper classification. No smoking, eating or drinking will be allowed within this hot <br />zone, and all occupants in the zone must be properly attired at all times. <br />6.4 Bulking <br />Only motor oil, antifreeze and latex paint will be bulked during collection hours. This operation will <br />continue during collection until all materials are bulked. All water-based latex paints will be separated <br />from oil-based paint during segregation. After collection from the public has terminated, flammable <br />liquids may be bulked on-site. <br />During bulking operations, safety glasses, goggles or face shields, PVC or nitrile gloves, tyvek <br />jumpsuit or apron, and steel -toed shoes must be worn at all times. <br />• No smoking or ignition sources of any sort will be allowed within 50 feet of the liquids bulking areas. <br />Per California Code of Regulations, Title 22, Section 66730, personnel participating in bulking operations <br />shall follow the procedures described below: <br />• Each container shall be emptied as much as possible so that material within the container, when <br />inverted, can no longer be poured or drained. <br />Each 5 -gallons and/or less in capacity container as emptied must be managed by puncturing or <br />otherwise changing the container to prevent subsequent use or reuse, prior to disposal at a solid <br />waste facility or reclamation of its scrap value. <br />6.5 Reuse Area <br />As feasible, a reuse area may be set up where participants can obtain reusable materials. This area will <br />be located away from the main unloading area and in such a place so as not to impede exiting vehicles. <br />It shall be manned by at least one person who will be responsible for implementing the required Re -Use <br />Guidelines and obtaining a signature on the required Release of Liability Form. <br />6.6 Decontamination Area (Warm Zone) <br />Decontamination of equipment and personnel is necessary to confine the contaminants to the exclusion zone. <br />Prior to leaving the exclusion zone, all major equipment, tools and materials will be cleaned to remove <br />grease, oil, or other contamination. PSC will provide the necessary components for personnel and equipment <br />decontamination. <br />9 <br />
