Below are <br />some comments on the work plan we went over: <br /> Site Considerations <br />o Acknowledge Endangered Species Act Determination <br />o Connect or incorporate the information in the June 2021 San Joaquin Cogeneration Current <br />Conditions Report to the investigation work plan <br /> Groundwater information section 2.5 – is a good example of use, and may be a good <br />place to differentiate AOC1 and AOC2 more clearly. Use last sentence in paragraph one <br />at beginning of this section to set setting that the power plant pad is elevated above the <br />rest of the property. <br /> Sensitive receptors – residential neighborhoods, surface waters, Interstate 5 <br /> Nature of glass waste cells <br />o Safety controls in place <br /> Water table monitoring – will the 4 onsite monitoring wells be used? <br /> Weather conditions to expect, does that pose any limits to your work? <br /> Dust monitoring and control practices <br /> Schedules and Intentions <br />o What is being done on the site in what order? What do the results tell you about the site, do any <br />results require more work? <br />o What is the end use of this property? Does the completion of the investigation work stimulate any <br />action - such as sale of the property. <br />o Potential format options: <br /> AOC 1 (Locating buried waste cells in larger property); AOC 2 (Defining contamination <br />in the elevated powerplant pad) <br /> Contingency plans for different environmental conditions encountered via media, co- <br />contamination, concentrations <br /> <br />The PCB FAST tool kit is a helpful resources that lays out the expectations of PCB cleanup procedures. This investigation <br />plan may benefit from the tool to see what EPA expectations are for the characterization portion of site cleanup. Tool 4
