2 <br />[for 761.61(c) cleanups] is most closely aligned with the work to be done at the San Joaquin Cogeneration site. Tool 2 <br />[PCB Sites Cleanup Framework] may also help to develop a scheduling plan for the site. <br /> <br />EPA Expected Schedule: I will meet with EPA internally the week of Feb 21st. There I will discuss and share specific <br />questions with the RCRA attorney, Corrective Actions Manager, PCB coordinator, RCRA toxicologist, and RCRA <br />Geologist/hydrologist interested in this site. I plan to bring defined actions or additional questions to our team early <br />March. In March, I will likely continue discussion with the experts stated above and expect that by the end of March I will <br />have settled all internal concerns. This may bleed into April if there are pressing or legal issues that need to be addressed. <br />Once these steps are solidified and adopted into the investigation work plan, I will be able to review. (1) If complete, I <br />will build an EPA approval based on the submitted work plan. (2) If mostly complete, I will build an EPA conditional <br />approval that modifies the work plan to adjust for EPA concerns. It <br />was a lively discussion with the conclusion that we should meet internally with certain folks to further discuss potential <br />comments and questions. One clear issue that many found to be a difficult element worth investigating is migration into <br />groundwater with specific concerns geared towards the high concentration levels of co-contaminants at the power plant <br />pad (AOC2). I plan to bring these partially developed ideas to our team this upcoming Wednesday and will clarify and <br />define those ideas with the EPA experts interested in this site before our March meeting. A important voice not captured <br />here is the Corrective Actions Manager, Steve Armann.
