<br /> <br /> <br />EKI B90047.00 Page 15 Former Pilkington North America Site <br /> Lathrop, California <br />Soil analytical results shall be reported by the California state -certified analytical laboratory on <br />a wet-weight basis. <br /> Characterization of Excavated Soil with Surface Glass and Concrete <br />Excavated soil that contains glass cullet but not waste materials of the type documented in the <br />North and South Waste Cells and/or known to contain COC’s, shall be deemed acceptable for <br />on-Site reuse in engineered fills, mixed-in with concrete and generally used as a construction <br />material. <br /> <br />The presence or absence of waste material in excavated soil will be determined by field <br />observation and comparison to the field photographs of waste material from the North and <br />South Waste Cells (Appendix J). <br /> Other Potential On-Site Reuse Soils <br />Soil that is excavated as a result of the circumstances described in this SMP that are not <br />characterized as hazardous waste based on the results of laboratory testing will be evaluated <br />for potential onsite reuse in accordance with procedures described in Section 6.5 of the EMMP <br />(Appendix C). Removed/stockpiled waste materials that are demonstrated to not pose an <br />unacceptable risk to groundwater quality and meet the soil screening levels in Section 1.4 will <br />be deemed acceptable for onsite reuse in engineered fills in engineered fills, mixed -in with <br />concrete and generally used as a construction material. <br /> <br />2.6 Import Fill <br />It is not anticipated that import fill shall be required based on the proposed redevelopment <br />plan. However, if extensive additional remedial excavation is required due to the presence of <br />previously unknown waste pits or visibly contaminated or odorous soil, import fill may be <br />required. If import fill is required, the Contractor will be required to comply with the DTSC <br />Information Advisory Clean Imported Fill Material (see Appendix K) regarding procedures for <br />providing information regarding the source of the fill soils and collecting characterization <br />samples. <br /> <br />The basic elements of the guidance to determine acceptable import fill soils are: <br /> <br />1. Determining the site use history of the soil source; <br />2. Identifying the potential COCs associated with the identified historical uses or natural <br />characteristics of the soil source; and <br />3. Performing testing of representative soil samples to investigate for the presence of the <br />potential COCs. <br />
