EKI B90047.00 Page 16 Former Pilkington North America Site
Lathrop, California
Geotechnical/structural products, such as concrete or flowable fill, or top soil will not be
considered as import fill.

2.7 Personal Protection/Safety Procedures
The WU1 Plan stated that the residual solid waste materials at the Site are not known to
present a significant chemical exposure threat to Site workers involved with the excavation and
materials management plan activities described herein based on previous investigation and
characterization data. The WU1 Plan recommended that all agencies, companies, and workers
whose activities may result in exposure to residual solid wastes at the subject site (including
waste materials and dust) develop health and safety plans specific to the site conditions and
their activities, and that such measures consider/address potential inhalation hazards posed by
glass dust, as well as cut/abrasion posed by glass fragments. More extensive contractor health
and safety plans would be required for excavation and management of waste pits similar to the
North and South Waste Cells, visibly stained or odorous soil or stockpiles characterized as
hazardous waste. At a minimum, the contractor’s health and safety plan will include elements
that are included in EKI’s site-specific health and safety plan for subsurface activities (Appendix
L) with appropriate modifications for anticipated tasks.

2.8 Reporting
At the completion of remediation excavation activities, a report will be submitted and will
include: (1) a summary of remediation excavation activities and field observations, (2) sample
analysis including figures, summary tables, and laboratory data sheets, (3) a discussion of the
results, and (4) a summary of waste disposal or on -Site reuse activities. The report will cover
those remediation excavation activities that encounter potentially contaminated media and
triggered the sampling and evaluation activities described in this plan. The report will be
submitted to EHD and the RWQCB approximately three months after completion of these
activities. General excavation and soil handling and onsite reuse of soils that did not trigger the
requirements of this SMP will not be reported.

2.9 SMP Field Coordinator/Project Manager and Contact Information
The designated SMP field coordinator for Site redevelopment activities is Roger Ashton of
Engineered Construction Services Corp., Concord, California. The role of the SMP field
coordinator is to help ensure the procedures and protocols of this SMP are implemented with
appropriate oversight.

Contact information for key project personnel are listed in Table 2-1.
