21 October 2020 <br />Project No. 14-3002 <br />Page 6 of 15 <br />Department of Toxic Substance Control (DTSC; herein referred to as DTSC-SLs); 3) the <br />May 2020 Environmental Protection Agency (EPA) Region 9 Regional Screening Levels <br />for industrial soil (herein referred to as RSLs); and 4) the California Hazardous Waste <br />Regulatory Limits (hazardous waste limit). Additionally, groundwater data was compared <br />to; 1) the October 2018 State of California Maximum Contaminant Levels for drinking <br />water (herein referred to as MCLs); and 2) the MCL Priority listed in the ESL Tables. <br /> <br /> <br />5.1. STRATIGRAPHY <br /> <br />The lithology of the site from surface grade to approximately 14 feet bsg (18 feet bsg in <br />the former power plant area) is comprised of fine-grained silty sands and fine- to coarse- <br />grained sands. Clay was encountered in most borings and wells between 14 and 15 feet <br />bsg (between 18 and 19 feet bsg in the former power plant area) and extending to 20 feet <br />bsg in some locations. In most borings, silty sand grades into poorly graded sand between <br />approximately 9 and 14 feet bsg. Groundwater was generally encountered in the poorly <br />graded sands between 10 and 11 feet bsg and between 14 and 15 feet bsg in the former <br />power plant area. The surface elevation of the former power plant area is approximately <br />3.5 to 5.0 feet higher than the surrounding area. <br /> <br />Hydrocarbon-like odor was observed in samples collected from borings B45, B47, B51, <br />B53, B55, B65, B66 and B67 between 3 and 4 feet bsg; from B47 between 4 feet and <br />15 feet bsg; and from B65 between 12 feet and 16 feet bsg. <br /> <br />Organic vapor was not detected above 1.0 part per million by volume (ppmv) in borings <br />B44 through B50 using a PID. Organic vapor was not measured in the remaining borings <br />due to a malfunction with the PID. Boring logs documenting lithologic observations and <br />PID concentrations are included in Appendix C and will be uploaded to the State’s <br />GeoTracker website. <br /> <br /> <br />5.2. WASTE CELL DELINEATION <br /> <br />Glass processing waste was encountered in sixteen (16) soil borings at varying depths. <br />Generally, the waste consisted of dry, small pieces of clear, bluish and red glass mixed <br />with white-, red- and black-colored crumbly and powdery solid residue. Some waste <br />exhibited a bright orange color and a faint burnt odor.
