21 October 2020 <br />Project No. 14-3002 <br />Page 5 of 15 <br />Samples SS-1 through SS-11, Concrete-1 and Concrete-2 were collected in the following <br />locations: <br /> <br /> SS-1, SS-2, and SS-3 were collected in the field located to the north of the power <br />plant area between the subject property and 500 East Louise Avenue. <br /> SS-4 was collected beneath the former natural gas main located in the northeast <br />corner of the power plant area. <br /> SS-5 through SS-8 were collected in the stormwater basin to the south of the power <br />plant, beneath the drainpipe outlets and at the toe of the berm in the northwest <br />corner of the basin. <br /> SS-9, SS-10, and SS-11 were collected between the berm and the power plant <br />along the west side of the facility. <br /> Concrete-1 was collected from the HRSG location and Concrete-2 was collected <br />from the gas turbine package location. <br /> <br />Surface samples were collected using a small shovel. The samples were hand-packed <br />into precleaned and certified sample jars and labeled with sample location, depth, time, <br />date and sampler's initials. The samples were then placed in a container with sufficient <br />ice and transported under chain-of-custody procedure to MAI to be analyzed for percent <br />moisture in accordance with ASTM D2216-05 and PCBs with Aroclor 1268 (dry weight) <br />in accordance with EPA Method 8082A. <br /> <br />Concrete samples were collected utilizing a roto-hammer to remove pieces of concrete <br />from each concrete pad location. The concrete samples were placed into sample jars, <br />labeled with location, time, date and sampler's initials, and then placed in a container with <br />sufficient ice and transported under chain-of-custody procedure to MAI. The samples <br />were analyzed for percent moisture in accordance with ASTM D2216-05 and PCBs with <br />Aroclor 1268 (dry weight) in accordance with EPA Method 8082A. <br /> <br /> <br />5.0. FINDINGS <br /> <br />Soil stratigraphy and waste identification and delineation were determined from field data. <br />Contaminant impact to soil, waste and groundwater was quantified by laboratory <br />analyses. A total of 150 soil and waste samples and five (5) groundwater samples were <br />analyzed. <br /> <br />To evaluate and characterize data collected at the subject property, the findings and <br />results were compared to one or more of the following environmental screening levels: 1) <br />the January 2019 California RWQCB Environmental Screening Levels for <br />commercial/industrial shallow soil exposure (herein referred to as ESLs); 2) the June <br />2020 Human and Ecological Risk Office (HERO), Human Health Risk Assessment <br />(HHRA)-Note 3 screening levels for commercial/industrial soil, published by the California
