24 May 2021 <br />Project No. 14-3002 <br />Page 3 of 23 <br /> <br />Due to the nature of the waste identified at the site (PCBs and pre-regulated waste <br />disposal), the remediation plan will require concurrence from one or more of the following <br />agencies: USEPA, Central Valley Regional Water Quality Control Board (CVRWQCB), <br />CalRecycle, and the San Joaquin County Environmental Health Department (SJCEHD). <br /> <br /> <br />2.0. SITE DESCRIPTION AND BACKGROUND <br /> <br />2.1. SITE LOCATION AND DESCRIPTION <br /> <br />The former San Joaquin County Cogeneration property is located at 17200 Murphy <br />Parkway on the east side and at the existing termination point of Murphy Parkway. The <br />Site is approximately 900 feet north of the intersection of Murphy Parkway and D’Arcy <br />Parkway in the southern portion of Lathrop, San Joaquin County, California. The location <br />of the Site, surrounding properties and general setting is illustrated on the Lathrop <br />topographic map (7.5 Minute United States Geological Survey (USGS) Topographic <br />Series, California); the Site is located in Section 34, Township 1 North, Range 6 East, <br />Mount Diablo Base and Meridian (Figure 1). The map shows the property located at an <br />elevation of approximately 15 feet above mean sea level (msl) in an area of low <br />topographic relief. A map illustrating the surrounding vicinity is presented in Figure 2 and <br />plan of the Site depicting site features is presented in Figure 3. <br /> <br />The Site consists of a 10.01-acre parcel identified as San Joaquin County Assessor <br />Parcel Number (APN) 198-120-050. The current land use of the property is listed as <br />commercial, and the property is zoned for general industrial use (IG). A parcel satellite <br />overview map and parcel information are included in Appendix A. <br /> <br /> <br />2.2. SITE BACKGROUND <br /> <br />The subject property was previously owned by Libby Owens Ford/Pilkington North <br />America (LOF/PNA). LOF/PNA operated a plant to the north of the Site at 500 East Louise <br />Avenue and utilized the property immediately east of the Site, at 17100 Murphy Parkway, <br />and the subject property, to manage/handle and dispose of solid waste generated at the <br />LOF/PNA plant. The solid wastes comprised largely of waste glass materials including <br />glass cullet and glass processing waste. The glass processing waste included the raw <br />materials utilized to process glass including waste glass, mixed industrial debris (including <br />plastics or laminates, small metal objects/debris, and baghouse dust), and potentially <br />burnt debris. In the 1980s, the parcel was divided creating the 10-acre subject property <br />parcel and the cogeneration facility was constructed in 1989. <br /> <br />In 1993, the LOF/PNA facility was issued Solid Waste Information System (SWIS) number <br />39-CR-0022 and assigned to the Local Enforcement Agency (LEA) at the SJCEHD. The <br />LEA is certified by CalRecycle (formerly California Integrated Waste Management Board: <br />CIWMB) to enforce state and local solid waste laws and regulations within its jurisdiction
