24 May 2021 <br />Project No. 14-3002 <br />Page 7 of 23 <br /> <br />On 01 January 2013, the Facility went into Reserve Shutdown (RS). This is an event <br />where a unit is available for load but is not synchronized due to lack of demand. This type <br />of event is sometimes referred to as an economy outage or economy shutdown. While <br />the unit was on RS, maintenance work was performed. The Facility was never operated <br />after it was declared in RS status. <br /> <br />From the 10 July 2007 acquisition date by HPH, formerly known as Bicent Power LLC, to <br />the date of RS, the Facility use was consistent with power generation operations and <br />there were no recordable spills involving chemicals or petroleum products at the Site. In <br />addition, all chemicals and petroleum products that were maintained and used at the Site <br />were consistent with power generation operations. No equipment suspected of containing <br />PCBs has been stored or used on the subject property. The property was not used as an <br />on-site landfill and any solid and liquid wastes produced through business operations <br />were disposed of in accordance with permits and laws. <br /> <br />The southern portion of the Site consists of an open field with aged, weathered, broken <br />glass (waste glass cullet), which can be viewed from both aerial and satellite photography <br />(Appendix B). This material was present when the Site was acquired in 2007 by HPH. <br />When HPH acquired the Site in 2007, it had no direct or observable knowledge of how <br />the property was used, if any, by LOF/PNA. <br /> <br />There were two transformer areas at the Facility, in the southwest corner and northwest <br />area of the Facility. Both transformers were located within a concrete containment area. <br />As stated above and according to the property owner, no equipment was suspected of <br />containing PCBs. The likely source of PCBs at the Site is the solid waste disposed on the <br />subject property by the former LOF/PNA facility. A historical site layout of the Facility, <br />including transformer locations and identification of system equipment is included in <br />Appendix C. <br /> <br />A comprehensive background of the historical operations of the Facility, including <br />wastewater disposal activities and injection well information is provided in the Site <br />Historical Activity Report included in Appendix D. <br /> <br /> <br />2.8. CURRENT SITE ENVIRONMENTAL CONDITIONS <br /> <br />PCB Aroclor 1254, dioxins and Pb were evaluated using the RSLs, and TPH were <br />evaluated using the January 2019 California Regional Water Quality Control Board <br />(CRWQCB) Environmental Screening Levels for commercial/industrial shallow soil <br />exposure (ESLs). The RSLs and ESLs are listed below: <br /> <br /> PCB Aroclor 1254 and total PCBs: 0.97 mg/kg. <br /> Dioxins: 22 picograms per gram (pg/g). <br /> Lead (Pb): 800 mg/kg.
