24 May 2021 <br />Project No. 14-3002 <br />Page 8 of 23 <br /> <br /> TPH-gasoline (TPH-g): 2,000 mg/kg. <br /> TPH-diesel (TPH-d): 1,200 mg/kg. <br /> TPH-motor oil (TPH-mo): 180,000 mg/kg. <br /> <br />Groundwater impacted with PCBs, dioxins, and Pb was evaluated using the October 2018 <br />State of California Maximum Contaminant Levels for drinking water (MCLs); and <br />groundwater impacted with TPH was evaluated using the MCL Priority listed in the ESLs. <br />The MCLs are listed below: <br /> <br /> PCBs: 0.5 micrograms per liter (µg/l). <br /> Dioxins: 30 picograms per liter (pg/l). <br /> Lead (Pb): 0.015 milligrams per liter (mg/l). <br /> TPH-g: 760 µg/l. <br /> TPH-d: 200 µg/l. <br /> TPH-mo: no MCL listed. <br /> <br /> <br />2.8.1. Areas of Concern <br /> <br />Investigations performed at the Site identified two Areas of Concern (AOCs): 1) the area <br />along the eastern property boundary, south of the former power plant (East Property <br />Boundary or AOC1); and 2) the location of the former cogeneration power plant (Facility <br />or AOC2). Glass processing waste was encountered beneath both AOCs. <br /> <br /> <br />AOC1 <br /> <br />Soil and waste are impacted with PCBs, dioxins, and Pb at maximum concentrations of <br />1.0 mg/kg, 17.6 pg/g, and 6,400 mg/kg, respectively; the maximum concentrations were <br />detected in the waste samples. Maximum concentrations detected in soil were <br />0.082 mg/kg of PCBs, 0.0149 pg/g of dioxins, and 15.8 mg/kg of Pb. Dioxins were <br />detected below the RSL of 22 pg/g; one waste sample exceeded the RSL of 0.97 mg/kg <br />for PCBs; and lead was detected significantly above the RSL of 800 mg/kg in one waste <br />sample. However, the next highest Pb concentration detected in the 15 soil and waste <br />samples collected from AOC1 was 69.5 mg/kg. <br /> <br />Groundwater is not impacted with the COCs. Furthermore, Pb was not detected above <br />the laboratory reporting limit of 0.002 mg/l (B18-Water) in the groundwater sample <br />collected beneath the waste sample with the elevated Pb concentration (6,400 mg/kg). <br /> <br />
