24 May 2021
Project No. 14-3002

AOC2

Soil and waste are impacted with PCBs, dioxins, TPH and Pb at maximum concentrations
of 320 mg/kg, 96.6 pg/g, 7,500 mg/kg (TPH-mo) and 160 mg/kg, respectively. The
maximum concentrations of dioxins and Pb were detected in waste samples and the
maximum concentrations of PCBs and TPH were detected in soil samples either directly
above or beneath waste. The maximum concentrations of PCBs, dioxins, and TPH were
above their respective RSLs and ESLs.

Groundwater is impacted with dioxins, TPH-diesel (TPH-d), TPH-motor oil (TPH-mo) and
total Pb at maximum concentrations of 2.41 pg/l, 1,000 µg/l, 6,100 µg/l and 0.37 mg/l,
respectively. The maximum concentrations were detected from borings where waste was
encountered. The maximum concentrations exceeded the MCL priority for TPH-d and the
MCL for Pb. However, total Pb concentrations need to be confirmed for the dissolved
concentration. Dioxins were detected significantly below the MCL of 30 pg/l and PCBs
were not detected above the laboratory reporting limit of 0.5 µg/l.

2.8.2. Figures and Tables

Analytical results of COCs in soil and waste are summarized in Tables 1 and 2 and results
of COCs in groundwater are summarized in Tables 3 and 4. Analytical results of Title 22
metals, SVOCs, PAHs, VOCs, nitrates, total ammonia, and total dissolved solids are
provided in Tables 5 through 10. Groundwater elevation data is summarized in Table 11.

AOC1

PCBs and dioxins in soil and waste are depicted in Figures 4 and 5, respectively, and in
cross-sectional view in Figures 6 through 9.

AOC2

PCBs results in soil and waste from surface grade to 10 feet bsg and the estimated extent
of PCBs above the RSL are depicted in Figures 10 through 14; dioxin results in soil and
waste are depicted in Figure 15; and TPH-d results in soil and waste and the estimated
extent are depicted in Figure 16. Cross-sectional views illustrating lithology and the
estimated extent of PCBs and TPH-d are presented in Figures 17 through 21; TPH-d and
Pb results in groundwater are presented in Figure 22; and a groundwater elevation map
illustrating groundwater flow direction and gradient from monitoring performed on 06 April
2021 is presented in Figure 23. Additionally, a map depicting proposed boring locations
to further characterize the Site is presented in Figure 24.
