24 May 2021
Project No. 14-3002

5.3.4. Lateral and Vertical Extent of COC Contamination

The data indicates that the glass processing waste is the source of the PCB, dioxin, and
total lead contamination. The maximum concentrations of COCs were detected in the
waste samples, and very low to non-detect levels were detected in the step-out borings
advanced to define the waste cells. PCBs and lead exceeded their respective RSLs in
only one waste sample collected from AOC1, and the PCB concentration of 1.0 mg/kg
was just slightly above the RSL of 0.97 mg/kg.

Only limited sampling was performed in the area of Waste Cell No. 1A because the main
objective was to define the waste cell in that location. However, the limited data collected
from this area is consistent with the data collected from Waste Cell No. 1. Even with
limited data points, AGI concludes that the lateral and vertical extent of COC
contamination in AOC1 is defined, and the contamination is limited to the locations of
Waste Cell No. 1 and 1A. Additionally, confirmation sampling performed at the adjacent
property (17100 Murphy Parkway) following the removal of the NWC and SWC further
confirms this conclusion (Appendix H).

COC concentrations are summarized Tables 1 through 6 and illustrating in Figures 4
through 9.

5.4. AOC2 - WASTE CELL DELINEATION

Soil borings B31 through B68 were advanced within the Facility area. The borings located
Waste Cell No. 2, Waste Cell No. 2A, and isolated areas that contained buried glass
waste mixed with soil but not within a distinct waste cell. The waste identified in AOC2
was consistent with the glass processing waste encountered in AOC1. The waste
consisted of dry, small pieces of clear, bluish, and red glass mixed with white-, red- and
black-colored crumbly and powdery solid residue. Limited pieces of waste exhibited a
bright orange color, and a faint burnt odor was observed in the glass waste encountered
in borings B35, B40, and B47.

Waste Cell No. 2 is located beneath the central-eastern area of the Facility. The
waste cell comprises an aerial extent of approximately 5,100 square feet and was
encountered between approximately 5.0 feet and 14.5 feet bsg. The limits of the
waste cell appear to be defined by step-out borings B36, B39, B41, B42, B43, B64,
B66 and B79 (Figures 10 through 17, and 21).
Waste Cell No. 2A is located beneath the southwestern area of the Facility. The
waste cell comprises an aerial extent of approximately 10,000 square feet and was
encountered between 4.0 feet and 12.5 feet bsg. The limits of the waste cell appear
to be defined to the north, northeast and east by borings B30, B31, B49, B52 and
B67. The waste cell limits are undefined to the south and west of the Facility
(Figures 10 through 16, 18 and 19). Borings B30, B49 and B52 were only
advanced to five and ten feet bsg. Also, no recovery was logged between 10 and
