SAN JOAQUIN <br />CCUN r <br />Environmental Health Department <br />AMENDED <br />5/25/2022 <br />Hazardous Materials Program Inspection Report <br />Facility Name: <br />Facility Address: <br />FD�teALL <br />VALLEY PACKING, INC. <br />17495 S SEIDNER RD, ESCALON <br />24, 2022 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />2 <br />HSC 25505, 25508(a)(1) Failed to initially complete and electronically submit a hazardous materials business plan <br />(HMBP). <br />OBSERVATION: Business has been storing onsite reportable quantities of hazardous materials since January <br />2022 and has not submitted a complete Hazardous Materials Business Plan electronically to the California <br />Environmental Reporting System (CERS). <br />REGULATION GUIDANCE: As of January 1, 2013, all businesses were required to submit all business plans <br />electronically. <br />CORRECTIVE ACTION: Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated <br />information, and submit to the EHD for approval. <br />This was corrected on site. <br />This is a Class II violation. <br />3 <br />HSC 25507 Failed to establish and implement a HMBP. <br />OBSERVATION: A Hazardous Materials Business Plan has not been established or implemented. <br />REGULATION GUIDANCE: A Hazardous Materials Business Plan (HMBP) shall be established and implemented <br />for emergency response to a release or threatened release of a hazardous material when storing hazardous <br />materials at or above the thresholds quantities of 55 gallons for materials that are liquids, 500 pounds for solids, or <br />200 cubic feet for compressed gas, at standard temperature and pressure. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the required information, and submit for review by the EHD./Submit a <br />statement/documentations to SJC EHD demonstrating that the HMBP has been established and implemented. <br />This was corrected on site. <br />This is a Class II violation. <br />4 <br />HSC 25508(a)(1) Failed to electronically submit the Business Activities or Owner/Operator Identification page. <br />OBSERVATION: The Business Owner/Operator Identification form was not submitted. <br />REGULATION GUIDANCE: This information must be current and submitted as part of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This was corrected on site. <br />This is a minor violation. <br />FA0016236 PR0525893 SCO01 05/24/2022 <br />EHD 19-01 Rev. 12/06/2021 Page 2 of 3 Hazardous Materials Program OIR <br />1868 E.
