S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNION PACIFIC RAILROAD-STOCKTON 833 E EIGHTH ST, STOCKTON May 23, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -One black 55 gallon drum of oily solids in the Locomotive Shop. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste container was observed on-site with incorrect labeling. The container was: <br /> -One black 55 gallon drum in the Locomotive Shop containing oily solids and was labeled as'Used Oil'and the <br /> physical state was'Liquid' . <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> 712 CCR 66273.34 Universal Waste Handler failed to label universal waste. <br /> OBSERVATION: The facility has not labeled their universal waste(UW)as required by this section. The following <br /> universal waste was observed on-site with incomplete labeling: <br /> -Spent locomotive batteries stored in the Locomotive shop. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.34 Labeling/Marking <br /> CORRECTIVE ACTION: Immediately label the UW as required by this section.Various UW can be appropriately <br /> labeled: "UW-batteries", "Universal Waste-Mercury-Containing Equipment", "Universal Waste-Lamps"or <br /> "Universal Waste-Electronic Devices".
