S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNION PACIFIC RAILROAD-STOCKTON 833 E EIGHTH ST, STOCKTON May 23, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following items were observed: <br /> -Oil stain on the asphalt and soil East of the Signal Compound has not been cleaned up or closed off.Vehicles <br /> continuously drive through the area. <br /> -Liquefied Petroleum Gas cylinders in the Signal Compound have released contents and stained the soil. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean contaminated soil and asphalt. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The following items need to be replaced or maintained: <br /> -The emergency eyewash and shower West of the Storage Shed was not functional. <br /> -The emergency eyewash and shower East of the One Spot Shop was covered and not functional. <br /> -The eyewash solution in the One Spot Shop is expired. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the emergency eye wash and showers into proper working order by repair, <br /> replacement or testing.
