RECEIVED
San Joaquin Valley NOV 2 4 2004
Air Pollution Control District
Community Development Dept.
November 22, 2004
Reference#: 20040547
Kevin Swanson
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: PA-0400584 (SA)A SITE APPROVAL APPLICATION TO REPLACE AN
EXISTING LIBRARY WITH A BAR.
Dear Mr. Swanson:
The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed
project and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the
Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). The
Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated
nonattainment to reduce emissions until standards are met.
One of the issues that will arise in conjunction with any proposed renovation/demolition of the
existing building in the project area is compliance with the National Emission Standards for
Hazardous Air Pollutants (NESHAPS). Specifically, the primary air pollutant of concern is
asbestos. To ascertain whether this project is subject to NESHAPS, the project applicant is
advised to review the enclosed Asbestos - Compliance Assistance Bulletin, dated December
1994. Jan Sudomier is the Northern Region's District contact for the program and is available
should you need further assistance.
Thank you for the opportunity to comment. if you have any questions, please feel free to
contact me at (209) 557-6400.
Sincerely,
L "L%
Jo n Cadrett
Environmental Planner
Northern Region
David L.Crow
Executive Director/Air Pollution Control Officer
Northern Region Office Central Region Office Southern Region Office
4230 Kiernan Avenue,Suite 130 1990 East Gettysburg Avenue 2700 M Street,Suite 275
Modesto,CA 95356-9322 Fresno,CA 93726-0244 Bakersfield,CA 93301-2373
(209)557-6400 9 FAX(209)557-6475 (559)230-6000•FAX(559)230-6061 (661)326-6900• FAX(661)326-6985
www.valleyair.org
