Analysis <br /> The current sign ordinance, Text Amendment Application No. TA-96-3, and the approved Comprehensive <br /> Sign Plan for Flag City were considered when reviewing this proposal. <br /> Current Sign Ordinance <br /> The County's sign regulations have the following objectives: <br /> (a) Reflect and support a desirable visual quality of future development throughout the entire County; <br /> (b) Attract and direct people to various activities and places throughout the County for their <br /> convenient movement; and <br /> (c) Ensure that signs are designed, constructed, installed, and maintained so as to not endanger the <br /> public. <br /> Section 9-1710.3 allows comprehensive sign plans adopted as part of a Special Purpose Plan to deviate <br /> from the sign regulations of the Development Title. The proposed comprehensive sign plan deviates from <br /> the Title's sign regulations in two ways. <br /> First, the proposed freeway signs substantially exceed the height and size requirements of the <br /> Development Title. Section 9-1710.4(a)(5)(6) limits the height of freestanding signs in the C-FS zone to <br /> 40 feet and the area to 75 feet per sign face. However, the proposed sign plan is more restrictive than <br /> the Title's regulations in that the sign plan does not permit pole signs on each lot. The use of one large <br /> freeway sign rather than several small pole signs is consistent with the objectives of the sign ordinance. <br /> Second, the proposed attached signs also exceed the requirements of the Title. Section 9-1710.4(b)(2) <br /> permits only one attached sign per business, unless the business has two frontages. A wall or roof sign <br /> is limited to 80 square feet. The applicant has agreed to adopt the language in the proposed Conditions <br /> of Approval. That language is similar to the Flag City sign plan and permits business logos on multiple <br /> walls. The area requirements remain as they are in the Development Title. <br /> Text Amendment No. TA-96-3 <br /> Text Amendment No. TA-96-3, which is to substantially revise the sign ordinance, was reviewed by the <br /> Ordinance Subcommittee with a favorable recommendation. Text Amendment No. TA-96-3 was initiated <br /> by the County and is scheduled for the Planning Commission meeting of May 16, 1996. If approved, it <br /> will allow one pole sign for each parcel. The signs may be 35 feet above the nearest freeway interchange. <br /> Caltrans indicated that the surface of Interstate 5 is elevated approximately 37 feet above ground level <br /> at State Route 12. Each pole sign may have a face area of 60 to 140 square feet, depending on the <br /> number of tenants. These regulations may be exceeded if the following findings can be made: <br /> 1. The proposed signs are consistent with the size of the facility and related structures, the location <br /> of the public access to the development, and other signage in the vicinity; <br /> 2. The proposed signs reflect and support a desirable visual quality of development; and <br /> San Joaquin County PP-96-1/Halloum <br /> Community Development -13- <br />
