Recommendations- <br /> Action <br /> It Is recommended that the Planning Commission forward Special Purpose Plan No. PP-96-1 to the <br /> Board of Supervisors with a recommendation to adopt the Negative Declaration and to approve the <br /> Special Purpose Plan with the Conditions of Approval contained In the staff report. <br /> Basis for Special Purpose Plan <br /> 1. The proposed Special Purpose Plan is consistent with the General Plan, any applicable Master <br /> Plan, and any Specific Plan. <br /> • This determination can be made because the proposal, as conditioned, is consistent <br /> with General Plan policies for the development of commercial areas. There are no <br /> applicable Master Plans or Specific Plans. <br /> Conditions <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Chandler Martin, 468-3190) <br /> a. APPROVED USE: This approval is for a Special Purpose Plan which includes only a <br /> Comprehensive Sign Plan, described as follows: The Comprehensive Sign Plan regulates <br /> signs on approximately 28 acres of property zoned C-FS located on the south side of <br /> State Route 12, east of the Flag City development. Signs shall comply with all <br /> requirements of the Development Title, with the following exceptions: <br /> (1) One 120-foot-high, double-faced, multi-tenant pole sign may be permitted. Each <br /> face shall be no greater than 1200 square feet in area. Additional pole signs <br /> shall not be permitted. <br /> (2) Logo displays on multiple walls may be permitted. <br /> 2. CALIFORNIA STATE DEPARTMENT OF TRANSPORTATION: <br /> a. An outdoor advertising permit is required from the California Department of <br /> Transportation's Outdoor Advertising Branch. <br /> b. Although the permit will be issued by the Outdoor Advertising Branch, the actual physical <br /> location of the sign is important for future issuance of a Caltrans District 10 encroachment <br /> permit. It is pertinent to the location of the sign that provisions for sufficient clear line of <br /> sight distance be provided for traffic entering onto State Route 12 from the Halloum <br /> property or other adjacent properties. <br /> San Joaquin County PP-96-1/Halloum <br /> Community Development -15- <br />
