Development Committee -4- <br /> PD-96-1 <br /> Environmental Review: <br /> When the EIR was prepared for the River Oaks project it addressed <br /> the potentially significant environmental impacts associated with <br /> a General Plan Map Amendment from General Agriculture to Low <br /> Density Residential, a Zone Reclassification, and a Major <br /> Subdivision. At that time the site was planned for agriculture, <br /> and considered to be outside of the Community of Lockeford. <br /> Since then, the site has been redesignated to Low Density <br /> Residential, planned for urban development, and included within <br /> the boundaries of the Community of Lockeford. Thus, some of the <br /> issues identified in the EIR as they relate to the conversion of <br /> agriculturally designated land to urban uses are no longer <br /> pertinent. There have also been changes made in the County' s <br /> General Plan and Development Title since the EIR was completed. <br /> To the greatest extent possible, we will attempt to prepare a <br /> mitigated Negative Declaration for the proposed project relying <br /> upon the existing EIR for baseline information, and providing <br /> that the necessary supplemental studies mentioned above are <br /> submitted with the application materials. If, during the course <br /> of project analysis, any new significant or potentially <br /> significant environmental impacts are identified, then an EIR <br /> will be required. <br /> NOTE: The pre-application conference is designed to inform <br /> prospective applicants of General Plan consistency, <br /> zoning consistency, public improvement requirements, <br /> preliminary design constraints and opportunities, and <br /> major environmental and safety issues. This <br /> information is provided in the hope of assisting the <br /> applicant in submitting a better and more complete <br /> application, as well as minimizing processing time. It <br /> is not intended to be an in-depth analysis, and an <br /> environmental assessment is not completed; . The <br /> applicant should be aware that a detailed review will <br /> not be done until the full application is submitted. <br /> Also, if new or additional information is obtained, a <br /> revised application or Environmental Impact Report may <br /> be required. <br /> KS: ss <br /> PD96-1DC.MEM <br />
