Development Committee -4-
PD-96-1
Environmental Review:
When the EIR was prepared for the River Oaks project it addressed
the potentially significant environmental impacts associated with
a General Plan Map Amendment from General Agriculture to Low
Density Residential, a Zone Reclassification, and a Major
Subdivision. At that time the site was planned for agriculture,
and considered to be outside of the Community of Lockeford.
Since then, the site has been redesignated to Low Density
Residential, planned for urban development, and included within
the boundaries of the Community of Lockeford. Thus, some of the
issues identified in the EIR as they relate to the conversion of
agriculturally designated land to urban uses are no longer
pertinent. There have also been changes made in the County' s
General Plan and Development Title since the EIR was completed.
To the greatest extent possible, we will attempt to prepare a
mitigated Negative Declaration for the proposed project relying
upon the existing EIR for baseline information, and providing
that the necessary supplemental studies mentioned above are
submitted with the application materials. If, during the course
of project analysis, any new significant or potentially
significant environmental impacts are identified, then an EIR
will be required.
NOTE: The pre-application conference is designed to inform
prospective applicants of General Plan consistency,
zoning consistency, public improvement requirements,
preliminary design constraints and opportunities, and
major environmental and safety issues. This
information is provided in the hope of assisting the
applicant in submitting a better and more complete
application, as well as minimizing processing time. It
is not intended to be an in-depth analysis, and an
environmental assessment is not completed; . The
applicant should be aware that a detailed review will
not be done until the full application is submitted.
Also, if new or additional information is obtained, a
revised application or Environmental Impact Report may
be required.
KS: ss
PD96-1DC.MEM
