This should be submitted with the full application materials for the PD. Archaeological/Cultural Resources: Volume II of the General Plan contains Implementation Measures specific to the Community of Lockeford. Implementation Measure number 1 (p. VI-15) is as follows: 1. An archaeology study and report shall be required for all discretionary applications along the Mokelumne River and within 100 feet of the centerline of Bear Creek to protect any store age artifacts remaining there. Given the site' s proximity to Bear Creek, and the existence of the oak grove to the north of the area to be developed, it is likely that the site may contain pre-historical cultural resources. Based upon this and the General Plan requirement, a Cultural Resource Survey should be prepared and submitted with the full application materials. Proposed Lake: During the public hearing on the previously approved project for this site, the issue of the proposed lake became somewhat controversial. Specifically, neighbors were concerned that groundwater pumping to fill the lake and maintain water levels during summer months may adversely affect the areas water table. At that time, the applicants were proposing to pump water from a shallow, non-potable aquifer. The applicants should provide more detailed information regarding the proposed lake when the full application is submitted. PD Application: Attached is the checklist from the PD application that lists the required materials and information that must be included in the full PD application. To expedite processing, the applicants may wish to process a combined Phase I/II application. In either case the applicant will also need to file a Major Subdivision application with the PD application.
