ZR-93-8 AND <br /> MAJOR SUBDIVISION APPLICATION NO. SU-93-7 <br /> (TRACT NO. 2565) OF LARRY MADOSKI (C/O CELLA BARR <br /> ASSOCIATES) <br /> ----------------------------------------------------------------- <br /> This is a proposal to rezone 90 acres in French Camp from AU-20 <br /> to R-L, and to create 454 residential lots with a vesting <br /> tentative map, under the provisions in the Development Title for <br /> a density bonus. The site is located in the northern portion of <br /> French Camp, between Dudley Road and the Union Pacific Railroad. <br /> The Initial Study prepared for this project identified several <br /> potentially significant environmental impacts and unresolved <br /> issues. These impacts and issues include: air quality, loss of <br /> Swainson's Hawk foraging habitat, noise and the need for a park. <br /> On January 26, 1994 , these issues and impacts were discussed with <br /> the applicant's representative. Following is a brief summary of <br /> each of the impacts and issues discussed. <br /> Air Quality: <br /> The San Joaquin Valley Unified Air Pollution Control District <br /> (SJVUAPCD) noted that preliminary modeling of this project <br /> supports the need to prepare an EIR. However, according to <br /> SJVUAPCD, if mitigation measures can be shown to decrease the net <br /> amount of air pollution for the project to below 55 lbs/day, a <br /> Negative Declaration can be prepared. <br /> The County's General Plan states that the County shall require <br /> air quality impact studies when certain thresholds are exceeded. <br /> These requirements were explained to the applicant, and he was <br /> given the option of either preparing an additional air quality <br /> analysis or doing a focused Environmental Impact Report. The <br /> applicant was also informed that if the air quality analysis <br /> indicates that the project will have significant unavoidable <br /> adverse impacts that cannot be mitigated to less than significant <br /> levels, either the project will be denied or an EIR will be <br /> required and statements of overriding consideration will be <br />
