Based on this, he will be submitting an air quality impact study for review by SJVUAPCD and the Community Development Department prior to the public hearing for the project. Loss of Swainson's Hawk Foraging Habitat: If developed, the project will result in the loss of 90 acres of Swainson' s Hawk foraging habitat, which is considered to be significant by the Department of Fish and Game (DFG) (see letter dated November 13 , 1993) . Additionally, the project site is located in close proximity to known active nest sites. Based upon this, the DFG will be requiring that off-site replacement habitat be provided for mitigation. Traffic• A traffic study is currently being prepared to determine project related impacts and to identify necessary improvements and mitigation measures to lessen any impacts to less than significant levels. This must be completed prior to the final environmental determination and Planning Commission consideration of the project. Noise• Given the sites proximity to noise generators such as French Camp Road, the Union Pacific Railroad, and the Stockton Metropolitan Airport, preparation of a noise study was required. This will identify suggested mitigation measures to provide adequate noise attenuations to comply with accepted noise levels for residential development. Parks and Recreation: The applicant is proposing that a park and exercise par course be provided as part of the subdivision. He was directed to talk to the Department of Parks and Recreation regarding this matter. According to Parks and Recreation, they may be interested in development of a park rather than payment of in-lieu fees, provided that a financing mechanism to provide for the development and on going maintenance of the park is provided. As of the preparation of this memorandum, this issue has not been resolved.
