Based <br /> on this, he will be submitting an air quality impact study for <br /> review by SJVUAPCD and the Community Development Department <br /> prior to the public hearing for the project. <br /> Loss of Swainson's Hawk Foraging Habitat: <br /> If developed, the project will result in the loss of 90 acres of <br /> Swainson' s Hawk foraging habitat, which is considered to be <br /> significant by the Department of Fish and Game (DFG) (see letter <br /> dated November 13 , 1993) . Additionally, the project site is <br /> located in close proximity to known active nest sites. Based <br /> upon this, the DFG will be requiring that off-site replacement <br /> habitat be provided for mitigation. <br /> Traffic• <br /> A traffic study is currently being prepared to determine project <br /> related impacts and to identify necessary improvements and <br /> mitigation measures to lessen any impacts to less than <br /> significant levels. This must be completed prior to the final <br /> environmental determination and Planning Commission consideration <br /> of the project. <br /> Noise• <br /> Given the sites proximity to noise generators such as French Camp <br /> Road, the Union Pacific Railroad, and the Stockton Metropolitan <br /> Airport, preparation of a noise study was required. This will <br /> identify suggested mitigation measures to provide adequate noise <br /> attenuations to comply with accepted noise levels for residential <br /> development. <br /> Parks and Recreation: <br /> The applicant is proposing that a park and exercise par course be <br /> provided as part of the subdivision. He was directed to talk to <br /> the Department of Parks and Recreation regarding this matter. <br /> According to Parks and Recreation, they may be interested in <br /> development of a park rather than payment of in-lieu fees, <br /> provided that a financing mechanism to provide for the <br /> development and on going maintenance of the park is provided. As <br /> of the preparation of this memorandum, this issue has not been <br /> resolved. <br />
