Traffic and Circulation <br /> A traffic study has been prepared by K D. Anderson Transportation Engineers and is being reviewed by <br /> the Department of Public works. The study recommends that no residential lots face the collector street <br /> that connects to French Camp Road. Cumulative traffic is estimated at 6,000 average daily trips between <br /> French Camp Road and the first intersection in the subdivision. The study indicates that feasible <br /> mitigation measures are available to reduce potential traffic impacts to less than significant levels. <br /> Water Supply and Sewage Disposal <br /> A conditional will-serve letter has been received from the Stockton City Department of Municipal Utilities <br /> for the provision of water supply and sewage disposal. The City of Stockton Community Development <br /> Department notes that an amendment to the City's General Plan will be required. <br /> Storm Drainage <br /> The proposal provides for detention ponds and terminal drainage for runoff created by the project. <br /> Flooding from off the site is to be directed across the site over surface streets and discharged off the site <br /> as sheet flow. <br /> Parks <br /> The applicant proposes to combine the parks and the drainage detention basins. This approach is <br /> acceptable to the Department of Public Works and the Department of Parks and Recreation, subject to <br /> review and acceptance by Parks and Recreation. If the final plans are not satisfactory to Parks and <br /> Recreation, in leu fees will be required. <br /> French Camp MAC <br /> The French Camp Municipal Advisory Council heard this item on March 15, 1994, and recommended that <br /> the project be approved. <br /> ENVIRONMENTAL <br /> On March 29, 1994, an Initial Study was prepared for this item, and a Negative Declaration was prepared. <br /> Air Qualitv <br /> The San Joaquin Valley Unified Air Pollution Control District recommends that an EIR be prepared for this <br /> project. The Urbemis3 model shows an estimated 133 lbs/day of NOx (Nitrogen Oxide) and 65 lbs/day <br /> of ROG (Reactive Organic Gases) due to vehicle trips generated by this project. The district notes that <br /> if mitigation measures (on-site and/or off-site) can be shown to decrease the net amount of air pollution <br /> to below 55 lbs/day, a Mitigated Negative Declaration will be justified from an air quality perspective. <br /> As with any project that increases traffic, air quality is a cumulatively significant impact. The Environmental <br /> Impact Report for the San Joaquin County Comprehensive Planning Program (ER-90-6) addressed this <br /> issue. That EIR was certified by the County, and the County made Statements of Overriding <br /> Consideration regarding air quality when adopting the Comprehensive Planning Program, including the <br /> R/L General Plan designation for this site. <br /> San Joaquin County ZR-93-8/SU-93-7/Madoski <br /> Community Development Page 9 <br />
