All sanitary sewer facilities necessary to serve this development shall be designed and <br /> constructed in general conformance to the City's Master Plan. Temporary sewer facilities, <br /> intended to allow this development to proceed prior to the construction of the Master Plan <br /> facilities, may be acceptable on the condition that they do not cause the capacity of any <br /> existing sewer facilities to be exceeded. An engineering analysis documenting no <br /> adverse post-project impact must be submitted for approval by the Director of Municipal <br /> Utilities, City of Stockton, prior to submittal of the application for building permits. <br /> C. Each parcel shall be required to fund its proportional share of the construction of the <br /> Master Plan facilities not yet built This share of cost will be assessed with each building <br /> permit. Any proposed design which substantially modifies the Master Plan shall be <br /> accompanied by a comprehensive engineering analysis demonstrating that the Master <br /> Plan modifications are adequate to serve the intended future growth areas. <br /> d. The developer shall be required to annex to Community Facilities District 90-1 and pay <br /> ail appropriate fees as established for CFD 90-1. <br /> e.
