Phase 1 includes the construction of a 30,000 square foot single story
LODI, women's health facility. Phase 2 includes the construction of a 6,000 square foot
M ,
RIPON,
P
Rexpansion to the women's health facility, a 28> I 000 square foot medical office building, a
RIPON,
STOCKTON, 140,000 square foot hospital with 100 beds, an emergency heliport landing area, and a
TRACY, 4,000 square foot physical plant. This project is located at 11105 North Ham Lane, Lodi.
AND
THE COUNTY OF SAN APN: 059-080-07, -29, &z -30.
JOAQUIN
AIRPORT LAND USE COMMISION'S REVIEW
This project is in the Lodi Airpark Influence Area. SJCOG, as ALUC, finds that the
women's health facility, medical office building, hospital, and physical plant are
compatible with the 2018 San Joaquin County Airport Land Use Compatibility Plan
(ALUCP) (littps://www.s*cog•oi-g/ALUC). The project also includes an emergency
heliport landing area.
Per the ALUCP Section 4.2, ALUC review of the heliport consists of two parts: 1) a
determination of whether a new ALUCP is needed for land uses surrounding the
heliport, and 2) a review of the adequacy of the proposed facility design (in terms of
federal and state standards) to the extent that the design affects surrounding land uses.
The ALUC has determined that as a special use heliport, a new ALUCP for the area
surrounding the site will not be necessary.
The information submitted to ALUC to date does not provide enough detail to conduct
the required ALUC review described in 2), above. Please note that the FAA will require
notification of the heliport at least 90 days before construction. For notification
instructions please refer to the FAA Advisory Circular 150/5390-2C "Heliport Design.”
Irttps://www.faa.gov/documentLibrary/media/Advisory Circular/150_5390_2c.pdf
The Advisory Circular indicates that the FAA will conduct an aeronautical study of the
heliport and issue a determination to the proponent. Please copy SJCOG on the project
submittal to the FAA and forward the FAA's determination as soon as possible. These
submittals will provide the information needed for SJCOG to complete the ALUC
review of the new heliport.
Planning Commission Staff Report 30
PA-1900240 (SA), PA-2000014 (ER), PA-2000019 (DA)
Response Letters
