As medical services are not an allowable use in any <br /> of the Agricultural Zones, can it be assumed that the project will also involve a zoning <br /> reclassification? A zoning reclassification that changes the permitted uses from agriculture to a <br /> nonagricultural use would be subject to the County's Agricultural Mitigation Requirement as outline in <br /> San Joaquin County Title, Division 10, Chapter 9-1080.3.
