Hazelton Avenue <br /> Stockton, California 95205 <br /> NOTICE OF PREPARATION FOR THE PA-1900240 & PA-2000014 (ER) GILL <br /> WOMEN'S MEDICAL CENTER DRAFT ENVIRONMENTAL IMPACT REPORT— <br /> DATED JANUARY 13, 2020 (STATE CLEARINGHOUSE NUMBER: 2020010176) <br /> Dear Ms. Stowers: <br /> The Department of Toxic Substances Control (DTSC) received a Notice of Preparation <br /> (NOP) for a Draft Environmental Impact Report (EIR) for PA-1900240 & PA-2000014 <br /> (ER) Gill Women's Medical Center. <br /> The proposed project is a Site Approval application to establish a medical facility, <br /> including a women's health facility and hospital with heliport, in two phases. The <br /> proposed project includes a Development Agreement application, which, if approved, <br /> will permit Phase 1 improvements to be constructed over five years, and Phase 2 <br /> improvements to be constructed over ten years. Phase 1 includes construction of a <br /> 36,000 square foot women's health center. Phase 2 includes the construction of a <br /> 140,000 square foot hospital facility, a 28,000 square foot medical office building, a <br /> 6,000 square foot waste treatment facility, a 4,000 square foot physical plant, a <br /> 2,000 square foot water treatment facility, and a heliport. <br /> DTSC recommends that the following issues be evaluated in the EIR, Hazards and <br /> Hazardous Materials section: <br /> 1. The EIR should acknowledge the potential for project site activities to result in the <br /> release of hazardous wastes/substances. In instances in which releases may <br /> occur, further studies should be carried out to delineate the nature and extent of <br /> the contamination, and the potential threat to public health and/or the <br /> environment should be evaluated.
