Project Name: Mountain House Neighborhood'F"'Project Initial Studv Consent Agreement for Mitigation Measures <br /> program. The monitored level of service shall be consistent with the procedures established in the Highway <br /> Capacity manual. LOS D is the adopted threshold for the acceptable operation of the interchange. In the <br /> event that project related traffic causes the levels of service to reach the LOS D threshold before reaching <br /> LOS E, issuance of building permits shall cease until necessary improvements to maintain the level of <br /> service are implemented. <br /> TRAFFIC-2: A 250 to 500 foot four-lane section, as adequate to accommodate traffic volumes, shall be <br /> provided on both the northbound and southbound approaches of Mountain House Parkway at Grant Line <br /> Road and Mascot Boulevard. The implementation of these improvements shall be evaluated annually as <br /> part of the project's annual monitoring program. The monitored levels of service shall be consistent with <br /> the procedures for capacity analysis as established in the Highway Capacity Manual. However, once the <br /> intersection level of service reaches the LOS D threshold before reaching LOS E, these improvements shall <br /> be constructed prior to the issuance of any additional residential building permits. <br /> TRAFFIC-3: The intersection of Mascot Boulevard and Mountain House Parkway shall be improved to <br /> provide two northbound, left-turn lanes on Mountain House Parkway. In addition, the free-right turn <br /> recommended on the eastbound approach shall be constructed such that the traffic using this lane merges <br /> into southbound Mountain House Parkway traffic into a separate travel lane. Therefore, a southbound <br /> acceleration lane located south of Mascot Boulevard shall be provided to insure a smooth and unrestricted <br /> transition onto Mountain House Parkway. To accommodate the northbound dual left-turn lanes, Mascot <br /> Boulevard shall be constructed as a four-lane facility between Mountain House Parkway and the fust <br /> residential access point to the west of DeAnza Boulevard. <br /> TRAFFIC-4: Tracy Boulevard(north of Lammers Road)shall be widened, as necessary, from 2 to 4 travel <br /> lanes to accommodate cumulative, regional traffic volume increases. The County shall initiate discussion <br /> and coordinate with the City of Tracy regarding the improvements. This widening project shall be added to <br /> the San Joaquin County TIMF once improvement designs and cost estimates are completed, then <br /> development within Mountain House shall pay its fair share of the improvements through participation in <br /> the TIMF by paying TIMF fees at issuance of building permits. <br /> TRAFFIC-5: One of the following options shall be implemented for New Grant Line Road east of Byron <br /> Road. <br /> Option 1: Widen New Grant Line Road from 4 to 6 lanes, as neccessary, to accommodate cumulative, <br /> regional traffic volume increases. The County shall initiate discussion and coordinate with the <br /> City of Tracy regarding financing the improvements should the City of Tracy adopt the <br /> widening project in the future. Development within Mountain House will then pay its fair <br /> share of the improvements through participation in any County financing, such as the TIMF, by <br /> paying any such fees at issuance of building permits. <br /> Option 2: Change the level of service standard for the segment similar to Mitigation Measure M4.125-(e) <br /> in the Master Plan EIR. This mitigation allows the use of LOS D rather than LOS C as the <br /> threshold of significance. <br /> Noise <br /> NOISE-1: Soundwalls shall be included at the locations shown in Figure 5 to reduce the outdoor noise <br /> level to an Ldn of 60 dB unless the planning authorities deem that the maximum wall height is to be 7 feet. <br /> If this is the case, the residents shall be notified that the outdoor sound level has not been mitigated to the <br /> C:Uo1W\SJCUnitia1 StadyWPPENDIX Bf=Ldm B-2 <br />
