Fees: All fees adopted by the County and the CSD for payment with Final Maps shall be <br /> paid prior to approval of the Final Maps. <br /> 8. Easements and Dedications: All onsite and offsite easements and dedications shown on <br /> and proposed for the Tentative Map shall be dedicated to the CSD or offer of dedication <br /> to the CSD shall be recorded on the Final Map. Dedication of public rights-of-way shall <br /> be in conformance with the adopted Public Land Equity Program (PLEP). Any <br /> easements to be abandoned that belong to Byron Bethany Irrigation District (BBID) shall <br /> not be abandoned without prior approval of BBID. Timing: condition shall be met prior <br /> to approval of Final Map. <br /> 9. Final Map Digital File: A digital file of the Final Map shall be submitted to the <br /> Community Development Department. The digital file format shall be consistent with <br /> requirements of the County Assessor and Community Development Department GIS <br /> division. Timing: condition shall be met prior to approval of Final Map. <br /> LAND USE <br /> 10. Agricultural Operation Phasing: An Agricultural Buffer and Conversion Phasing Plan <br /> shall be submitted to the Community Development Department and approved by the <br /> Director. The plan shall incorporate the following: <br /> • Phasing of areas from agricultural to urban use—locations and time frames <br /> • Irrigation water supply and service plan approved by BBID. <br /> • BBID encroachment permits <br /> • Temporary and permanent setbacks <br /> • Landscape buffers <br /> • Fencing, signage or other suitable measures to minimize noise, spray drift and limit <br /> the potential for trespass on agricultural lands and BBID facilities <br /> In addition, the plan shall address the following: <br /> • Chemical applications <br /> • Dust management <br /> Timing: condition shall be met prior to approval of the first Final Map. [MP policies <br /> 3.2.4 g), h) and i); SP policy 4.2.2 h) and implementation 4.2.2 d); SU-98-4 COAs 1 o) <br /> and 6a)] <br /> 11. Agricultural Drainage Improvement Phasing: A Surface and Subsurface Drainage <br /> Facilities Relocation and Improvement Plan for Neighborhood "F" and adjacent areas <br /> shall be submitted to and approved by BBID and Mountain House Community Services <br /> District(CSD) General Managers. The plan shall incorporate the following: <br /> • Phasing for relocation and improvement of surface and subsurface drainage facilities <br /> —locations and time frames <br /> • Identification of"dewatering" areas and temporary or permanent methods for the <br /> dewatering system and connections to the stormwater collection system as determined <br /> necessary by the plan. <br /> • A Drainage Agreement between CSD and BBID addressing existing agricultural <br /> surface "tailwater drainage" and subsurface "shallow groundwater" drainage with <br /> 2 <br /> 10/05/00 <br />
