types of projects to be undertaken (residential, commercial, industrial,recreation, <br /> utilities, etc.)are described. The MEIR describes necessary infrastructure <br /> systems to serve the build-out of the community and their capacities and describes <br /> the capital outlay or improvements program. For example,the MEIR describes <br /> the approximate scheduling (trigger points)of various road improvements and <br /> describes construction of the water and wastewater treatment plants,development <br /> of parks, etc. [See Chapter 3 and subchapters 4.3, 4.4,4.9 and 4.12 of the MEIR.] <br /> c. The 1994 Master EIR includes a full assessment of the potential impacts,to the <br /> extent sufficient information is reasonably available, and describes the potential <br /> impacts of anticipated subsequent projects(such as would be undertaken under <br /> future specific plans within the overall project area and particular projects pursued <br /> in furtherance of the Master Plan and Specific Plan). [See Chapter 4 of the <br /> MEIR.] <br /> d. The 1994 Master EIR describes the type of subsequent approvals/actions which <br /> are anticipated under the Master Specific Plan and Specific Plan I (further specific <br /> plans,tentative maps, development permits,other types of review). [See Chapter <br /> 3 of the MSIR] <br /> II. The 1994 Master EIR Provides Adequate Environmental Documentation for <br /> Subsequent Projects within the Scope of and Identified in the MEIR <br /> IIA. Finding: The Neighborhood F Project is a subsequent project within the scope of <br /> the 1994 Master EIR. <br /> CEQA Requirements: CEQA Guidelines Section 15177(a) states that:After a Master <br /> EIR has been prepared and certified, subsequent projects which the lead agency <br /> determines as being within the scope of the Master EIR will be subject to only limited <br /> environmental review. <br /> Statement of Fact. The Neighborhood F Project is within the scope of the 1994 Master <br /> EIR prepared for the Mountain House Master Plan and Specific Plan I. This 1994 <br /> Master EIR addressed both the entire planned community of 12 neighborhoods and <br /> Specific Plan I which addressed three neighborhoods plus the Old River Industrial Park <br /> (north of Byron Road)and Mountain House Business Park (at southeast comer of new <br /> community site, near I-205 and Mountain House Parkway). Neighborhood F was one of <br /> the three neighborhoods addressed in the 1994 Master EIR. <br /> The differences between the currently proposed project and the 1994 Master EIR project <br />_ for Neighborhood F are shown in Table 1 below. <br /> 5 <br />
