of service. The few road segments with lower levels of service can be mitigated with <br /> measures similar to that proposed in the MEIR. The proposed Grant Line Road <br /> Extension which is currently projected to have LOS "D" in comparison to prior MEIR <br /> projections of LOS "C"can be mitigated by amending the LOS standard from"C"to"D" <br /> as was done for Grant Line Road within Mountain House, or by widening the road from <br /> four to six lanes. A portion of the proposed roadway within one-quarter mile of I-205 <br /> already is designated for a LOS "D" standard under the Tracy General Plan. Tracy <br /> Boulevard north of Lammers Road is projected to decrease in Level of Service from'LOS <br /> "C"to LOS "D"in A.M. and LOS "E" in P.M. This impact can be mitigated by adding <br /> the roadway to the San Joaquin County Traffic Impact Mitigation Fee (TIMF) program at <br /> the appropriate time for widening from two to four lanes. The added mitigation measures <br /> are to be incorporated into the environmental documentation for the Neighborhood F <br /> Project which will be tiered onto the MEIR. As such,no major revisions are needed to <br /> the MEIR to incorporate these changes. <br /> Some roadway segments have improved levels of service that now require no mitigation <br /> improvements for 2010. However, it is expected that these improvements will still be <br /> needed in the future beyond 2010. The Master Plan and MEIR require a full traffic <br /> impact analysis for each Specific Plan; and at that time, additional traffic studies will be <br /> prepared for cumulative traffic impacts with an expanded time frame. <br /> As such,the County finds that no additional significant environmental effects will result <br /> from the Neighborhood F Project. The Initial Study provides more detailed mitigation <br /> measures relating to the project-specific effects. These environmental effects were <br /> addressed as a significant effect in the 1994 Master EIR.The County further finds that <br /> the Project is within the scope of the 1994 Master EIR. <br /> In the alternative, should the project specific effects and/or mitigation measures and/or <br /> alternatives be determined to have not been addressed in the 1994 Master EIR,then the <br /> County finds that Section 15178(b) of the CEQA Guidelines applies, and a mitigated <br /> Negative Declaration should be prepared. <br /> II.C. Finding: Based on a review of the Initial Study,the County finds that there are no <br /> additional significant effects or new mitigation measures or alternatives that are not <br /> already discussed in the 1994 Master EIR or incorporated into the Neighborhood F <br /> Project. <br /> CEQA Requirements: CEQA Guidelines Section 15177 (c) states: Whether a <br /> subsequent project is within the scope of the Master EIR is a question of fact to be <br /> determined by the lead agency based upon a review of the initial study to determine <br /> whether there are additional significant effects or new additional mitigation measures or <br /> alternatives required for the subsequent project that are not already discussed in the <br /> Master EIR. <br /> 9 <br />
