Statement of Fact: The Initial Study did not disclose additional significant <br /> environmental effects or new additional mitigation measures or alternatives that were not <br /> discussed in the 1994 Master EIR. Instead, the Initial Study addressed impacts and <br /> mitigation measures that were addressed in the 1994 Master EIR. The Project is the next <br /> step in the development, and involves more site-specific approvals. As a consequence, <br /> the Initial Study studied the environmental effects and mitigation measures at a level that <br /> is appropriate given the prior 1994 Master EIR and the specificity of the pending land use <br /> approvals. The County finds that the Initial Study did not disclose significant <br /> environmental effects,new additional mitigation measures or alternatives that were not <br /> discussed in the 1994 Master EIR. More detailed mitigation measures have been <br /> recommended in the Initial Study for the Neighborhood F Project and a Mitigated <br /> Negative Declaration is recommended. <br /> ILD. Finding: The County has incorporated all feasible mitigation measures set forth in <br /> the 1994 Master EIR into the Neighborhood F Project and provided the required notice. <br /> CEQA Requirements: CEQA Guidelines Section 15177 (d) states: Prior to approval of <br /> the proposed subsequent project, the lead agency shall incorporate all feasible mitigation <br /> measures or feasible alternatives appropriate to the project as set forth in the Master EIR <br /> and provide notice in the manner required by Section 15087. <br /> Statement of Fact: The Mitigation Monitoring Program (MMP) for the 1994 Master EIR <br /> still applies to this and other subsequent projects addressed in the 1994 Master EIR. The <br /> mitigation measures recommended for the Neighborhood F Project have been added to <br /> the original MMP. It should be noted that specific measures which were in the original <br /> MMP which have been completed have been deleted from the current MMP as they are <br /> no longer applicable. For example,many of the original 1994 Master EIR mitigation <br /> measures recommended that specific studies, plans and programs be completed or that <br /> the Master Plan for the Mountain House New Community be amended. After such <br /> amendments were made or studies, plans and programs were completed (and adopted), <br /> they were deleted from the MMP. <br /> Because feasible mitigation measures could be applied to the project and because the <br /> project so closely conforms to what was proposed in the 1994 Master EIR, the County <br /> determined that alternative projects need not be addressed for this current Initial Study. <br /> CEQA Guidelines Section 15087 addresses public review for the Draft EIR. The Draft <br /> Master EIR for the Mountain House New Community Master Plan and Specific Plan I <br /> was circulated in 1994 and the Final EIR was certified by the County Board of <br /> Supervisors in 1994. On July 26, 2000,the County provided public notice of the <br /> availability of the Initial Study and Mitigated Negative Declaration in conformance with <br /> CEQA Guidelines Section 15087. <br /> 10 <br />
