Extension which is currently projected to have LOS "D" in comparison to prior MEIR <br /> projections of LOS "C" can be mitigated by amending the LOS standard from "C"to "D" <br /> as was done for Grant Line Road within Mountain House, or by widening the road from <br /> four to six lanes. A portion of the proposed roadway within one-quarter mile of I-205 <br /> already is designated for a LOS "D"standard under the Tracy General Plan. Tracy <br /> Boulevard north of Lammers Road is projected to decrease in Level of Service from LOS <br /> "C"to LOS "D" in A.M. and LOS "E" in P.M. This impact can be mitigated by adding <br /> the roadway to the San Joaquin County Traffic Impact Mitigation Fee (TIMF) program at <br /> the appropriate time for widening from two to four lanes. The added mitigation measures <br /> are to be incorporated into the environmental documentation for the Neighborhood F <br /> Project which will be tiered onto the MEIR. As such, no major revisions are needed to <br /> the MEIR to incorporate these changes. <br /> Some roadway segments have improved levels of service that now require no mitigation <br /> improvements for 2010. However, it is expected that these improvements will still be <br /> needed in the future beyond 2010. The Master Plan and MEIR require a full traffic <br /> impact analysis for each Specific Plan; and at that time, additional traffic studies will be <br /> prepared for cumulative traffic impacts with an expanded time frame. <br /> The growth inducing impacts addressed in the 1994 Master EIR are still applicable to the <br /> project, as conditions at and around the project site have not changed significantly since <br /> the 1994 Master EIR was certified. No new development has been approved in the <br /> immediate vicinity of the Mountain House New Community since the 1994 Master EIR <br /> was certified. <br /> The two significant, irreversible effects addressed in the 1994 Master EIR were the <br /> following: <br /> • Contribution to degradation of air quality. <br /> • Commitment of non-renewable energy resources for vehicular travel, <br /> construction activity,and indoor climate controls. <br /> These two significant effects are still applicable to the overall buildout of the Mountain <br /> House New Community and to Neighborhood F which would contribute to these <br /> cumulative impacts. <br /> III. The 1994 Master EIR Is Adequate Environmental Documentation for <br /> Approval of the Neighborhood F Project. <br /> The 1994 Master EIR which was certified over 5 years ago on November 10, 1994 has <br /> been reviewed. The 1994 Master EIR still provides an adequate analysis of the <br /> significant effects of the Master Plan and Specific Plan I. There have been no substantial <br /> changes to the circumstances under which the MEIR was certified and no new <br /> information of substantial importance. <br /> 16 <br />
