APPENDIX A <br /> Master EIR Adequacy Findings <br /> [CEQA Guidelines Section 15179] <br /> I. The Mountain House Master Plan/Specific Plan 1 EIR is a Master EIR <br /> The Mountain House Master Plan/Specific Plan 1 EIR was certified as a Master EIR <br /> (MEM) pursuant to Chapter 4.5,Article 2 of CEQA in order to streamline future <br /> environmental review of subsequent projects under the Master Plan and Specific Plan 1. <br /> Finding.The Mountain House New Community Master Plan and Specific Plan I EIR <br /> as certified on November 10, 1994 is a Master EIR. <br /> CEQA Requirements: CEQA Guidelines Section 15175 (b) states that a Master EIR may <br /> be prepared for specified classes of projects including the following which pertain to the <br /> Mountain House New Community Master Plan and Specific Plan I EIR: <br /> (1) A general plan, general plan update, general plan element, general plan <br /> amendment, or specific plan. <br /> (3) A project that consists of smaller individual projects which will be carried out in <br /> phases. <br /> (5) Projects that will be carried out or approved pursuant to a development <br /> agreement. <br /> Statement of Fact: The Findings for Certification adopted by the San Joaquin County <br /> Board of Supervisors contained in Board Order 94-1373 state that the FEIR meets 3 of <br /> the 9 specified classes of projects for which a Master EIR may be prepared under the <br /> CEQA Guidelines Section 15175 (b) (1,3,5) as noted above. [See Board Order 94- <br /> 1373.] <br /> The project addressed by the Master EIR included a Master Specific Plan and a more <br /> detailed specific plan, Specific Plan 1,thereby meeting the criteria of CEQA Guidelines <br /> Section 15175 (b) (1). The Master Plan consists of 12 residential neighborhoods and <br /> industrial, commercial and office employment uses which are to be phased,thereby <br /> meeting the criteria of Section 15175 (b) (3), and Specific Plan 1 was approved for the <br /> first phases of the project. Development Agreements for the Master Plan and Specific <br /> Plan 1 were executed on 12/20/94, thereby meeting the criteria of CEQA Guidelines <br /> Section 15175 (b) (5).
