Such subsequent projects shall be adequately described for purposes of <br /> subdivision (b) or of this section (15176) if the Master EIR and any,other <br /> documents embodying or relating to the overall planning decision identify the <br /> land use designations and the permissible densities and intensities of use for the <br /> affected parcel(s). The proponents of such subsequent projects shall not be <br /> precluded from relying on the Master EIR solely because that document did not <br /> specifically identify,or list, by name, the subsequent project as ultimately <br /> proposed for approval. <br /> Statement of Fact: The Master EIR, Mountain House Master Plan and Specific Plan 1 <br /> Final Environmental Impact Report— SCH#90020776, as certified contains information <br /> on each of the required areas under CEQA Guidelines Section 15176: <br /> a. The Master EIR contains sections on(a) Significant Environmental Effects of the <br /> Proposed Project in Chapter 4, Sections 4.1 through 4.15; addressing(b) <br /> Significant Environmental Effects Which Cannot be Avoided if the Proposed <br /> Project is Implemented, (c) Significant Irreversible Environmental Changes <br /> Which Would be Involved in the Proposed Project Should it be Implemented, and <br /> (d)Growth-Inducing Impact of the Proposed Project in Chapter 6; identifying(e) <br /> The Mitigation Measures Proposed to Minimize the Significant Effects in Chapter <br /> 4, Sections 4.1 through 4.15 and Chapter 6; and identifying (f) Alternatives to the <br /> Proposed Project in Chapter 5. [See above identified chapters and sections in <br /> MSIR] <br /> b. The Master EIR includes a description of anticipated subsequent projects that <br /> would be within the scope of the MSIR, including but not limited to, subsequent <br /> specific plans, tentative maps within specific plan areas and various projects <br /> consistent with and in furtherance of the Master Plan and Specific Plan I. Land <br /> uses, densities, infrastructure and phasing are described in the MEIR. The MSIR <br /> describes the intensity of anticipated projects, including the expected anticipated <br /> projects, including the expected total number of residential units/population, <br /> acreage of employment uses, total employees, capacity and service areas of public <br /> utilities. The location or alternative location of particular types of projects to be <br /> undertaken (residential, commercial,industrial, recreation, utilities, etc.) are <br /> described. The N EIR describes necessary infrastructure systems to serve the <br /> buildout of the community and their capacities and describes the capital outlay or <br /> improvements program. For example,the MEIR describes the approximate <br /> scheduling (trigger points) of various road improvements and describes <br /> construction of the water and wastewater treatment plants, development of parks, <br /> etc. [See Chapter 3 and subchapters 4.3,4.4,4.9 and 4.12 of the MEIR.] <br /> c. The Master EIR includes a full assessment of the potential impacts, to the extent <br /> sufficient information is reasonably available, and describes the potential impacts <br /> of anticipated subsequent projects (such as would be undertaken under future <br /> specific plans within the overall project area and particular projects pursued in <br /> furtherance of the Master Plan and Specific Plan). [See Chapter 4 of the MEIR] <br /> A-3 Appendix A <br />
