has generally proceeded within San Joaquin County and the Tracy area as anticipated, <br /> although at a slower overall rate than projected. Development within Mountain House is <br /> also being initiated more slowly than expected. The only new circumstances identified <br /> are a few new regulations regarding environmental resources that may not have been <br /> applicable at the time of the 1994 Master EIR. Any relevant revised or new <br /> environmental regulations since 1994 are addressed in the Initial Study completed for <br /> Neighborhood F, and do not require substantial changes to the Master EIR. (See <br /> Neighborhood F Initial Study) <br /> In terms of cumulative growth since 1994, a number of projects in the regional area of the <br /> Mountain House site that were discussed in the 1994 EIR have either been completed or <br /> withdrawn from application. In addition, new projects have been proposed in the greater <br /> Tracy, Alameda County, and Contra Costa County areas. However,the focus of the 1994 <br /> EIR was on the general 2010 buildout of San Joaquin County and neighboring counties <br /> rather than project specific buildouts. The EIR cumulative impacts also incorporated <br /> buildout of the entire Mountain House New Community as well as the specific <br /> neighborhoods of Specific Plan I. Therefore, conclusions of the "Cumulative Impacts" <br /> section of the 1994 EIR are not altered by the change in specific projects in the greater <br /> region, and the project's proportional contribution to cumulative impacts remains <br /> relatively unchanged. <br /> No substantial changes have occurred in the cumulative traffic analysis which would <br /> require major revisions to the MSIR. Cumulative traffic impacts have been recalculated <br /> for 2010 using the same accelerated buildout assumptions for Mountain House as the <br /> 1994 MEIR, but with current regional housing, employment and traffic projections. The <br /> traffic study found that projected cumulative traffic conditions are essentially of similar <br /> or lower overall volumes than documented in the 1994 MSIR resulting in generally <br /> similar or lower cumulative traffic volumes. <br /> Cumulative traffic impacts are also essentially similar or of lower impact as the 1994 <br /> Master EIR. The Initial Study traffic study found substantial decreases in freeway and <br /> highway traffic on 7 of the 9 segments evaluated and small increases on two segments. <br /> All freeway/highway segment levels of service remained the same or improved in <br /> comparison to the MSIR traffic analysis. Of the 24 arterial road segments evaluated, 1 I <br /> had similar levels of service, 11 had improved levels of service, and two had decreased <br /> levels of service, Grant Line Extension and Tracy Boulevard north of Lammers Road. <br /> The few road segments with lower levels of service can be mitigated with measures <br /> similar to that proposed in the DEIR. The proposed Grant Line Road Extension which is <br /> currently projected to have LOS "D" in comparison to prior MEIR projections of LOS <br /> "C" can be mitigated by amending the LOS standard from "D"to"C"as was done for <br /> Grant Line Road within Mountain House, or by widening the road from four to six lanes. <br /> A portion of the proposed roadway within one-quarter mile of I-205 already is designated <br /> for a LOS "D" standard under the Tracy General Plan. Tracy Boulevard north of <br /> Lammers Road is projected to decrease in Level of Service from LOS "C"to LOS "D" in <br /> A.M. and LOS "E" in P.M. This impact can be mitigated by adding the roadway to the <br /> San Joaquin County Traffic Impact Mitigation Fee (TINT) program at the appropriate <br /> A-6 Appendix A <br />
