San Joaquin valley Air Pollution Control District August 30, 2000 Ger Michael Hitchcock San Joaquin County Community Development Department 1810 East Hazelton Avenue Stockton, CA 95205 SUBJECT: MAJOR SUBDIVISION — TRIMARK COMMUNITIES (SU-00-3, GP-00-11, SP-00-1, PP-00-1) Dear Mr. Hitchcock: The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed project and offers the following comments: The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated nonattainment to reduce emissions until standards are met. Based on the information provided, it appears that this project will ultimately result in the buildout of the project area with residential, commercial, and/or industrial uses thereby resulting in the generation of both area and mobile source emissions. Given the magnitude of this project, approval of the above referenced major subdivision application will result in a significant impact on the ambient air quality thereby making it more difficult to meet mandated emission reductions and air quality standards. However, the Final Environmental Impact Report for the Mountain House New Community General Plan has evaluated and addressed these impacts and incorporated a number of mitigation measures into the project design to lessen air quality impacts. Therefore, provided that all mitigation measures and site designs committed to in the environmental document are incorporated into the project, a negative declaration for is appropriate from an air quality perspective. Future construction within the project area can generate emissions from the movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and other related activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from man-made sources. The attached Synopsis highlights many of the requirements contained within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid in the field and office alike. David L.
