San Joaquin valley <br /> Air Pollution Control District <br /> August 30, 2000 <br /> Ger <br /> Michael Hitchcock <br /> San Joaquin County <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: MAJOR SUBDIVISION — TRIMARK COMMUNITIES (SU-00-3, GP-00-11, <br /> SP-00-1, PP-00-1) <br /> Dear Mr. Hitchcock: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by <br /> the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). <br /> The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are <br /> designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will ultimately result in the <br /> buildout of the project area with residential, commercial, and/or industrial uses thereby <br /> resulting in the generation of both area and mobile source emissions. Given the magnitude <br /> of this project, approval of the above referenced major subdivision application will result in a <br /> significant impact on the ambient air quality thereby making it more difficult to meet <br /> mandated emission reductions and air quality standards. However, the Final Environmental <br /> Impact Report for the Mountain House New Community General Plan has evaluated and <br /> addressed these impacts and incorporated a number of mitigation measures into the project <br /> design to lessen air quality impacts. Therefore, provided that all mitigation measures and <br /> site designs committed to in the environmental document are incorporated into the project, <br /> a negative declaration for is appropriate from an air quality perspective. <br /> Future construction within the project area can generate emissions from the movement of <br /> soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust <br /> Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources. The attached <br /> Synopsis highlights many of the requirements contained within Regulation VIII. The <br /> Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid in the field <br /> and office alike. <br /> David L.
