proposed project to intercept surface water sheet flows, and storm water conveyance pipes within <br /> the De Anza Boulevard and Mountain House Parkway roadway corridors converying off-site sheet <br /> flow and intract runoff flows to and under Byron Road and discharging into an interim discharge <br /> channel/water quality basin prior to discharge further north into Mountain House Creek and onto <br /> Trimark-owned agricultural fields. <br /> Roads. Roadway improvements for the project are expected to be identified by way of conditions <br /> of approval for this application, and the specific improvements are envisioned to be built in phases <br /> according to levels of service and access requirements for each incremental phase of the subject <br /> subdivision. (Typical roadway cross-sections are provided in Appendix 11.) Actual improvements <br /> for the site are anticipated to be constructed either by the Mountain House Community Services <br /> District (MHCSD) via developers' payment of roadway impact fees, or by the applicant with fee <br /> credits being taken against actual improvements being constructed. The proposed improvements <br /> for project-related roads (see Figure 4) include the following: <br /> Mountain House Parkway. The Master Plan calls for Mountain House Parkway (north- <br /> south arterial) to be constructed ultimately to four lanes from Byron Road to Mascot <br /> Boulevard, six lanes from Mascot Boulevard to Von Sosten Road, and eight lanes from <br /> Von Sosten Road to 1-205 by the buildout of the entire community. However, the traffic <br /> study used by the applicant for the proposed project calls for initial phased construction of <br /> the two southbound lanes in the vicinity of the project. This road currently has one <br /> southbound and one northbound lane. The phasing would also include proper turning <br /> movements at first phase intersections, and transition lanes where the phased <br /> improvements revert to existing conditions along this road both north and south of the <br /> proposed project. In its assessment of the proposed project's impact on Mountain House <br /> Parkway, the Mountain House Neighborhood "F" Project Initial Study and Mitigated <br /> Negative Declaration, SCH #90020776 calls for improvements to the roadway to reduce <br /> impacts to less-than-significant levels. Required mitigation measures include the <br /> following: 1) Trimark funding of the Project Study Report (PSR) for the 1-205/Mountain <br /> House Parkway interchange, which includes an evaluation of the level of service within <br /> the interchange, prior to the approval of the first final map; 2) improvements consisting of <br /> a 250- to 500-foot four lane section, adequate to accommodate traffic volumes, on both <br /> the northbound and southbound approaches of Mountain House Parkway at Grant Line <br /> Road and at Mascot Boulevard; and 3) improvements consisting of two northbound, left- <br /> turn lanes on Mountain House Parkway at the intersection of Mascot Boulevard and <br /> Mountain House Parkway, and a southbound acceleration lane onto Mountain House <br /> Parkway located south of Mascot Boulevard. <br /> De Anza Boulevard. The Master Plan calls for the ultimate construction of four lanes on <br /> De Anza Boulevard (north-south arterial) to occur on a phased basis during community <br /> buildout. The traffic study prepared for the project calls for a minimum of two lanes <br /> between Mascot Boulevard and Mountain House Boulevard along the adjacent industrial <br /> and office commercial parcels for access considerations only. No warrants for any other <br /> through traffic considerations or other level of service considerations are called for during <br /> the buildout of this subdivision, according to the Optrans traffic study. Specific <br /> intersection improvements where De Anza connects to other project roadways may be <br /> appropriate based on traffic safety considerations. <br /> Mountain House Boulevard. The Master Plan calls for the ultimate construction of four <br /> lanes for this east-west arterial, occurring on a phased basis during community buildout. <br /> As phases of the subdivision progress, Mountain House Boulevard will ultimately be <br /> extended to Central Parkway. Specific intersection improvements where Mountain House <br /> Boulevard connects to other project roadways may be appropriate based on traffic safety <br /> considerations. <br /> -7- <br />
