Central Parkway. This north-south arterial at the west edge of the project site will be <br /> improved when lots fronting the street are developed, as recommended by the CSD and <br /> the Mountain House Neighborhood "F" Project Initial Study and Mitigated Negative <br /> Declaration, SCH#90020776. <br /> Mascot Boulevard. For this east-west arterial at the south end of the project site, the <br /> Master Plan calls for the ultimate construction of four lanes occurring on a phased basis <br /> during community buildout. As phases of this subdivision progress, Mascot Boulevard will <br /> ultimately be extended to Central Parkway. Specific intersection improvements where <br /> Mascot Boulevard connects to other project roadways may be appropriate based on <br /> traffic safety considerations. In particular, the Mountain House Neighborhood "F"Project <br /> Initial Study and Mitigated Negative Declaration, SCH #90020776 specifies as one of its <br /> required mitigation measures that, to accommodate the northbound dual left-turn lanes on <br /> Mountain House Parkway, Mascot Boulevard is to be constructed as a four-lane facility <br /> between Mountain House Parkway and the first residential access point to the west of De <br /> Anza Boulevard. <br /> Grant Line Road. Grant Line Road is an existing east-west arterial south of and outside <br /> the project site. The traffic study completed for the applicant concluded that some <br /> intersection improvements at the intersection of Grant Line Road and Mountain House <br /> Parkway would be warranted during buildout of the proposed project. <br /> Interstate 205 Interchange. An interchange currently exists at Mountain House Parkway <br /> and 1-205. The traffic study completed for the applicant indicates that the project would <br /> result in peak hour trips for the eastbound 1-205 on-ramps that would warrant temporary <br /> signalization. No other specific improvements were found necessary for the proposed <br /> project. According to the Master Plan, specific improvements on the 1-205 interchange <br /> would be triggered with subsequent subdivisions within the Mountain House New <br /> Community. The initiation of the Caltrans' Project Study Report (PSR) for the interchange <br /> would also be triggered with subsequent subdivisions, but not with the proposed project. <br /> Other Internal Roads. New internal streets within Neighborhood "F" would be constructed <br /> as the project builds out. Some of these would be cul-de-sacs and others would be <br /> collectors that connect to other collectors and arterials (see Figure 4). <br /> Offsite Roadway Improvements. The proposed project will have an impact on roadways <br /> outside of the Mountain House New Town area. The Mountain House Neighborhood"F" <br /> Project Initial Study and Mitigated Negative Declaration, SCH #90020776 notes that, with <br /> the construction of all recommended mitigation measures specified in the Master Plan EIR <br /> and the proposed project's contribution to the costs for off-site improvements,the impact of <br /> the proposed project on offsite roadways would be reduced to less than significant levels. <br /> However, the document also states that two new cumulatively impacted roadways have <br /> been identified using the 2010 travel demand model: Tracy Boulevard, north of Lammers <br /> Road; and Grant Line Road (new), east of Byron Road. To address these impacts, the <br /> Mountain House Neighborhood"F"Project Initial Study and Mitigated Negative Declaration, <br /> SCH #90020776 calls for the implementation of the following mitigation measures: 1) the <br /> widening of Tracy Boulevard from two to four lanes to accommodate cumulative, regional <br /> traffic volume increases; and 2) either the widening of Grant Line Road from four to six <br /> lanes, as necessary to accommodate cumulative, regional traffic volume increases, or <br /> changing the level of service standard for the segment, allowing the use of LOS D rather <br /> than LOS C as the threshold of significance. Widenings would be funded through the <br /> participation of other jurisdictions and the County Traffic Impact Mitigation Fee (TIMF) in <br /> which Mountain House will participate. The project will participate in its fair-schare of <br /> -8- <br />
