• The parcel of land for child care facilities, which facilities are to be constructed as part of the <br /> Wicklund School construction (Private Funding); <br /> • The interim commercial facilities, to be constructed at the 5001h building permit(Private <br /> Funding); <br /> • CSD operations and/or maintenance of facilities, as determined by the CSD (Development <br /> Fees, Interim Funding Agreement); <br /> • Water and wastewater treatment plants, to be constructed prior to any development(Private <br /> Funding); <br /> • The raw water intake pump station and water conveyance line from the California Aqueduct, <br /> to be constructed prior to any development(Private Funding); <br /> • The extension of oversized water, sewer, and storm drain facilities to the proposed project, <br /> to be constructed prior to any development(Private Funding); <br /> • Improvements of various phased portions of Mountain House Parkway, Mountain House <br /> Boulevard, Mascot Boulevard, and Wicklund Crossing for access, to be constructed prior to <br /> any development(Development Fees); <br /> • Improvements of various offsite traffic modifications at Grant Line Road and 1-205, to be <br /> constructed during the development of the first phases of the proposed project <br /> (Development Fees); <br /> • Construction of interim storm protection facilities along Mountain House Creek, as well as <br /> crossings at Byron Road and interim discharge facilities north of Byron Road, to be <br /> constructed prior to any development(Private Funding); <br /> • The provision of electric, gas, and telecommunications services through contract provisions <br /> with the CSD, to be constructed prior to any development(Utility Provided, with some <br /> Private Funding). <br /> • The mini-park, to be constructed at the time of construction of the southwest sub- <br /> neighborhood (Private Funding). <br /> To fund the cost of constructing, operating, and maintaining facilities, Trimark and the CSD would <br /> participate in a number of funding arrangements. In 1996, the CSD Board approved an Interim <br /> Funding Agreement(IFA) between the CSD and Trimark. The intent of this agreement is to <br /> provide funds to the CSD until development occurs and adequate funds are generated locally. <br /> Currently, Trimark's total funding obligation is$637,000. In August, 2000, the CSD Board adopted <br /> an ordinance establishing monthly services charges to fund the CSD's cost of operating and <br /> maintaining storm drainage facilities, wasterwater treatment facilities, and water treatment facilities <br /> for residential, commercial, industrial, and municipal purposes. The ordinance also authorizes the <br /> CSD to charge vacant land up to $21.98 per acre for water service and $46.63 per acre for sewer <br /> service to enable the CSD to operate sewer and water service during "start up" of the community <br /> when there will be few monthly service billings. The fee structure provided by the ordinance is <br /> designed to not only provide funds to the CSD for the operations of facilities, but also to provide <br /> reimbursement to Trimark for Trimark's cost to construct the plants. The philosophy behind these <br /> fees is that new development within the community will fund its fair share of community facilities <br /> that are needed to serve the development. When development occurs, the fees are paid, and the <br /> money is used to fund the various public improvements. <br /> Recommendation <br /> Approval. This project is consistent with the General Plan and Board Order B-00-437, pertaining <br /> to the General Plan 2010 Review, adopted April 11, 2000. <br /> -16- <br />
