15. Aesthetics <br /> In terms of aesthetics, the proposed project would be developed in accordance with the Roadway <br /> Landscape Plan, the Mountain House Community Services District Design Review Manual(CSD <br /> Design Manual), and the Design Guidelines and Design Manuals prepared by Trimark. The <br /> Roadway Landscape Plan includes conceptual illustrations of tree, shrub, and groundcover <br /> plantings along Mountain House Parkway, De Anza Boulevard, Central Parkway, Mountain House <br /> Boulevard, Mascot Boulevard, a typical arterial intersection, a typical neighborhood entry, the <br /> Wicklund Crossing, a residential collector, local street, Legacy Lane, and the Neighborhood "F" <br /> neighborhood park. The CSD Design Manual addresses streetscapes, walls and fences; paths,- <br /> street <br /> aths;street furniture; lighting; signage; entries; community edges; parks; schools; civic facilities; and <br /> other public works facilities. The Design Guidelines prepared by Trimark include standards for site <br /> planning, architecture, landscape architecture, and community elements that are incorporated into <br /> separate Design Manuals for single-family residential, multi-family residential, and <br /> commercial/office/business park uses (see Appendix 12: Residential Design Guidelines Excerpts; <br /> and Appendix 13: Commercial Design Guidelines Excerpts). <br /> After approval of the Final Subdivision Map for Neighborhood "F," development of the proposed <br /> project would be subject to a two-tiered design review process--a developer controlled design <br /> review process and a County/CSD controlled design review process. All development projects <br /> would first be reviewed by Trimark's Design Review Committee for consistency with the <br /> developer's Design Guidelines and Design Manuals before submittal to the County. Upon receipt <br /> by the County, the development project would be subject to review by the County's Design <br /> Consistency Review Committee for consistency with the design policies and requirements of <br /> adopted plans and ordinances for Mountain House. The development project would also be <br /> reviewed by the CSD for new CSD facilities for conformance with the CSD Design Manual, the <br /> Roadway Landscape Plan, and with all applicable Master Plan programs, policies, standards, and <br /> CC&R's. The recommendations of these design review bodies would be considered by the <br /> Review Authority approving the development project. <br /> 16. Funding of Facilities and Services <br /> Development of the proposed project would necessitate the funding and/or construction of public <br /> infrastructure and service facilities, many of which have already been described, as required by <br /> the Master Plan, Specific Plan I, the Public Financing Plan, the Interim Funding Agreement with <br /> the CSD, and specific requirements of the CSD. The items to be funded and/or constructed for <br /> the proposed project, including the timing of facilities and funding source(shown in parentheses), <br /> include the following: <br /> • The interim fire station, including equipment, to be constructed prior to construction of any <br /> buildings (Development Fees); <br /> • The neighborhood park, to be constructed based on Master Plan and Specific Plan I timing <br /> requirements (Development Fees); <br /> • The interim sports field, to be constructed by the 800"dwelling unit(Development Fees); <br /> • The interim K-8 school facilities at the Lammersville School, to be constructed during the first <br /> phase of residential construction, with the exact timing of construction determined by the <br /> Lammersville School District(Mello Roos District Financing); <br /> • The Wicklund (K-8) School, for the second phase of residential construction, with the exact <br /> timing of construction determined by the Lammersville School District(Mello Roos District <br /> Financing); <br /> • The interim high school facilities at the Tracy Union West High School site for the <br /> development of the entre neighborhood (Development Fees); <br /> -15- <br />
