<br /> The proposed project has been filed subsequent to recently approved amendments to the General
<br /> Plan, Master Plan, Specific Plan I, Special Purpose Plan, and Mountain House Development Title
<br /> (General Plan Amendment No. GP-00-10,approved September 12, 2000; General Plan Amendment
<br /> No. GP-00-11,approved September 12, 2000, Master Plan Amendment No. MP-99-4,approved
<br /> June 27, 2000; Master Plan Amendment No. MP-00-1,approved September 12, 2000; Master Plan
<br /> Amendment No. MP-00-2,approved September 12, 2000; Specific Plan Amendment No. SP-99-3,
<br /> approved June 27, 2000; Specific Plan Amendment No. SP-00-1,approved September 12, 2000;
<br /> Specific Plan Amendment No. SP-00-2,approved September 12, 2000; Special Purpose Plan
<br /> Amendment No. PP-99-3,approved June 27, 2000; Special Purpose Plan Amendment No. PP-00-1,
<br /> approved September 12, 2000; and Mountain House Development Title Amendment No. TA-99-6,
<br /> adopted June 27,2000).These amendments were required in order to allow the proposed project to
<br /> proceed.
<br /> On June 3, 1999,the Planning Commission approved Major Subdivision Application No. SU-98-4
<br /> (Tract 2924). This approval was for a"large-lot"subdivision that subdivided 652 acres into 26 large
<br /> lots and a 246'/2-acre designated remainder. Both classes of lots could not be developed without
<br /> further subdivision. The area of the 26 large-lots corresponds to the area of the proposed project.
<br /> The conditions of approval for SU-98-4 have either been complied with or are incorporated in the
<br /> conditions of approval for the proposed project.
<br /> Analysis
<br /> The proposed project was reviewed for consistency with the General Plan, Development Title, and
<br /> adopted community plans which include the Mountain House Master Plan, Specific Plan I,
<br /> Neighborhood"F" Special Purpose Plan, Public Financing Plan, and Master Plan/Specific Plan I
<br /> Development Agreement. The proposed project was found to be consistentwith these plans and
<br /> regulations as conditioned by the attached conditions of approval. In addition,the Mountain House
<br /> CSD evaluated the subdivision for consistency with its plans and programs and found it consistent
<br /> with them as conditioned by the CSD recommended conditions of approval.
<br /> A summary of consistency is presented below. Detailed consistency analysis for goals, objectives,
<br /> policies,standards and implementation measures for the General Plan, Mountain House Master
<br /> Plan, Specific Plan I, Neighborhood"F" Special Purpose Plan are included in Apendices
<br /> General Plan Consistency
<br /> The proposed subdivision has been reviewed for consistency with the General Plan. The
<br /> consistency review conducted by staff found that the proposed subdivision meets General Plan
<br /> requirementsfor orderly and compact development(i.e., compatible siting of land uses within and
<br /> adjacent to the proposed subdivision,inclusion of residential support services,coordination of land
<br /> uses with transportation,proximity of residential areas to employment centers),protections for public
<br /> health and safety(i.e., improvements planned to protect residents from 100-year flood events,
<br /> provisions for police and fire service,soundwalls to protect residents from undesirable noise
<br /> environments),and protections for the fiscal health of the County. Staff also found that the proposed
<br /> subdivision is consistent with General Plan policies since: 1)the infrastructure planned meets the
<br /> requirements and standards of the County and the CSD; 2)all necessary on-site and off-site
<br /> improvements will be constructed,3)the requisite will-serve letters from the CSD have been
<br /> obtained;4)equitable financing mechanisms for urban services have been established(including
